Permisssion for entry into the airspace of the Czech Republic is not required for aircraft that have been issued a Restricted Certificate of Airworthiness or a Permit to Fly by the aviation authority of an EU Member State, in accordance with Annex I (Part 21) to Commission Regulation (EU) No. 748/2012, as amended.
If the Permit to Fly is issued for the purposes listed under point 21.A.701(a), items 1, 2, 3, 4, 5, 8, or 16, the approved Flight Conditions must include and demonstrate compliance with all applicable requirements for obtaining an Authorization for the Performance of a Test Flight.
In such cases, copies of both documents (the Permit to Fly and the approved Flight Conditions) must be submitted to the Civil Aviation Authority (CAA) no later than three (3) working days prior to the intended entry into the airspace of the Czech Republic.
Permission is not required if the aircraft:
Foreign aircraft registered in non-EU Member States that are issued a Certificate of Airworthiness other than a standard Certificate of Airworthiness (e.g. Restricted Certificate of Airworthiness, Permit to Fly, etc.) must obtain permission for entry into and for operation within the airspace of the Czech Republic.
The operator is responsible for submitting the application. The permission may be issued with a time or operational limitations, as applicable.

All flights within the airspace of the Czech Republic, including arrivals to and departures from the territory of the CR, must be conducted in accordance with applicable regulations and procedures (see e.g. AIP GEN 1.2).
