Permission for the operation of aircraft within the airspace of the Czech Republic (CR) is not required for aircraft with a Certificate of Airworthiness for Special Purposes or a Permit to Fly issued by the aviation authority of an EU Member State, in accordance with Annex I (Part 21) to Commission Regulation (EU) No. 748/2012, as amended.
Where the Permit to Fly has been issued for purposes specified under point 21.A.701(a), items 1, 2, 3, 4, 5, 8, or 16, the associated approved Flight Conditions must cover and demonstrate compliance with all requirements applicable to the process of obtaining Consent to conduct test flight in the Czech Republic Airspace. In such cases, copies of both the Permit to Fly and the approved Flight Conditions must be submitted to the Civil Aviation Authority (CAA) no later than three (3) working days prior to the intended entry into Czech airspace.
Permission is not required in the following cases:
Long-term operation refers to any operation of a foreign aircraft within the airspace of the Czech Republic other than a single overflight, including landings within the Czech territory.
Foreign aircraft registered in countries other than EU Member States and holding a Certificate of Airworthiness other than a standard Certificate of Airworthiness (e.g., Certificate of Airworthiness for Special Purposes, Permit to Fly, etc.) must obtain permission for entry into, and operation within, the airspace of the Czech Republic.
The application for the permission must be submitted by the operator.

The permission is granted for the minimum period necessary, but not exceeding one (1) year. It may be subject to additional limitations beyond the time restriction.
No fee is charged for the issuance of the permission.
All flights within the airspace of the Czech Republic, including arrivals to and departures from its territory, must be conducted in accordance with the applicable rules and procedures (see e.g. AIP GEN 1.2).
