What should I provide if the relevant country does not issue a document equivalent to a criminal record extract?

The document may be replaced by a statutory declaration concerning the applicant’s integrity made before a notary or a competent authority of the country of which the applicant is a national, or, where applicable, of the country of the applicant’s last residence.
