Feder\u00e1ln\u00edm ministrem dopravy se stal Ing. Ji\u0159\u00ed NEZVAL. Ve funkci p\u016fsobil od 27.&nbsp;6.&nbsp;1990 do 30.&nbsp;4.&nbsp;1991<\/p>\n\n\n\n<p><strong>&#8211; <\/strong>\u00dastavn\u00ed z\u00e1kon \u010d. 575\/1990 Sb. v&nbsp;souladu s&nbsp;opat\u0159en\u00edmi v&nbsp;soustav\u011b \u00fast\u0159edn\u00edch org\u00e1n\u016f st\u00e1tn\u00ed spr\u00e1vy \u010cesk\u00e9 republiky vedl k&nbsp;uzav\u0159en\u00ed dohody mezi Feder\u00e1ln\u00edm ministerstvem dopravy a Ministerstvem pro hospod\u00e1\u0159skou politiku a rozvoj (MHPR) o p\u0159evodu n\u011bkter\u00fdch \u010dinnost\u00ed.<\/p>\n\n\n\n<p><strong>21.&nbsp;12.&nbsp;1990&nbsp;&nbsp;&nbsp; <\/strong>Historie op\u011bt prok\u00e1zala neefektivnost spojen\u00ed leti\u0161\u0165 s&nbsp;dopravcem, proto FMD ustavilo z\u0159izovac\u00ed listinou \u010d.j. 22&nbsp;216\/1990-330 novodobou rozpo\u010dtovou organizaci \u010ceskou spr\u00e1vu leti\u0161\u0165 (\u010cSL). <\/p>\n\n\n\n<p><strong>1.&nbsp;1.&nbsp;1991&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Civiln\u00ed dopravn\u00ed leti\u0161t\u011b byla vy\u010dlen\u011bna z \u010cSA a p\u0159e\u0159azena do \u010cSL. FMD sv\u00fdm \u010d.j. 22&nbsp;287\/1990-330 sou\u010dasn\u011b zm\u011bnilo Zakl\u00e1dac\u00ed listinu \u010cSA, s. p. vydanou Rozhodnut\u00edm \u010d.j. 12&nbsp;271\/1989-350 ministra dopravy a spoj\u016f \u010cSSR ve zn\u011bn\u00ed Rozhodnut\u00ed \u010d.j. 15&nbsp;568\/1989-350, pokud jde o n\u00e1zev a z\u00e1kladn\u00ed p\u0159edm\u011bt \u010dinnosti \u010cSA, s. p.<\/p>\n\n\n\n<p><strong>1.&nbsp;5.&nbsp;1991&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Z FMD do p\u016fsobnosti MHPR, p\u0159e\u0161lo civiln\u00edho letectv\u00ed, resp. \u201eSpr\u00e1vy pro dopravu\u201c (m\u011bstskou, silni\u010dn\u00ed, d\u00e1lni\u010dn\u00ed, pozemn\u00ed komunikace, silni\u010dn\u00ed hospod\u00e1\u0159stv\u00ed, n\u00e1mo\u0159n\u00ed a vodn\u00ed plavbu). MHPR \u0159\u00eddil prof. Ing. Karel DYBA od 1.&nbsp;5.&nbsp;1991 do 2.&nbsp;7.&nbsp;1992. Odbor civiln\u00edho letectv\u00ed na MHPR \u0159\u00eddil Ing. Karel PELOUCH (dlouholet\u00fd pracovn\u00edk Odd\u011blen\u00ed p\u0159\u00edpravy v\u00fdstavby leti\u0161\u0165 \u010cSDL Praha).<\/p>\n\n\n\n<p><strong>09\/1992&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Vl\u00e1da p\u0159edlo\u017eila n\u00e1vrh na zru\u0161en\u00ed MHPR, jeho p\u016fsobnost rozd\u011blit mezi t\u0159i, zat\u00edm feder\u00e1ln\u00ed, pot\u00e9 republikov\u00e9 resorty dopravy, hospod\u00e1\u0159stv\u00ed, pr\u016fmyslu a obchodu. Veden\u00edm resortu dopravy byl pov\u011b\u0159en \u010dlen vl\u00e1dy, doc. Ing. Anton\u00edn BAUDI\u0160, kde p\u016fsobil v&nbsp;obdob\u00ed od 2.&nbsp;7.&nbsp;1992&nbsp;\u2013 29.&nbsp;10.&nbsp;1992.<\/p>\n\n\n\n<p><strong>1.&nbsp;11.&nbsp;1992 \u2013 31.&nbsp;12.&nbsp;1992&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Dopravu kr\u00e1tce \u0159\u00eddila Divize pro dopravu Feder\u00e1ln\u00ed ministerstvo hospod\u00e1\u0159stv\u00ed, veden\u00e9 Jaroslavem KUBI\u010cKOU. MHPR zaniklo.<\/p>\n\n\n\n<p><strong>25.&nbsp;11.&nbsp;1992&nbsp;&nbsp;&nbsp; <\/strong>Vy\u0161el \u00dastavn\u00ed z\u00e1kon \u010d. 542 \/1992 Sb., o z\u00e1niku \u010cesk\u00e9 a Slovensk\u00e9 Federativn\u00ed Republiky&nbsp;s&nbsp;platnost\u00ed od 8.&nbsp;12.&nbsp;1992.<\/p>\n\n\n\n<p><strong>31.&nbsp;12.&nbsp;1992&nbsp;&nbsp;&nbsp; <\/strong>\u010cesk\u00e1 a Slovensk\u00e1 Federativn\u00ed Republika zanikly. N\u00e1stupnick\u00fdmi st\u00e1ty se staly \u010cesk\u00e1 republika a Slovensk\u00e1 republika.<\/p>\n\n\n\n<p><strong>1.&nbsp;1.&nbsp;1993&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Vznikla \u010cesk\u00e1 republika a s&nbsp;n\u00ed o\u010dek\u00e1van\u00e9 velk\u00e9 nad\u011bje. Kompletn\u00ed agenda spr\u00e1vy civiln\u00edho letectv\u00ed p\u0159e\u0161la do Ministerstva dopravy \u010cesk\u00e9 republiky v&nbsp;\u010dele s PhDr. Janem STR\u00c1SK\u00ddM (do 10. 10. 1995), \u0161\u00e9fem Odboru civiln\u00edho letectv\u00ed se stal Ivan \u0158\u00e1da, dlouholet\u00fd pracovn\u00edk Technick\u00e9ho \u00faseku \u010cSA.<\/p>\n\n\n\n<p><strong>Pozn\u00e1mka \u010d. 14)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Je\u0161t\u011b p\u0159ed rozd\u011blen\u00edm \u010ds. federace FMD pro pot\u0159eby letov\u00e9ho ov\u011b\u0159ov\u00e1n\u00ed leteck\u00fdch pozemn\u00edch za\u0159\u00edzen\u00ed (LPZ) prov\u00e1d\u011bn\u00ed SLI II., v&nbsp;r. 1990 koupilo proudov\u00fd letoun \u201eBeechjet 400\u201c im. zn. OK-UZI od anglick\u00e9 firmy \u201eAir Hanson\u201c. V&nbsp;r. 1992, jako z\u00e1lohu OK-UZI je\u0161t\u011b letoun L-410 UPV-E (v\u00fdr. \u010d. 91216) im. zn. OK-WYI ze st\u00e1tn\u00edho&nbsp;podniku<strong> <\/strong>\u201eLET Kunovice\u201c. P\u0159i d\u011blen\u00ed st\u00e1tn\u00edho majetku mezi nov\u011b vznikl\u00e9 republiky v&nbsp;r. 1993 stroj p\u0159evzala Slovensk\u00e1 republika<strong>. <\/strong>Stroj byl p\u0159estav\u011bn, opat\u0159en novou konzol\u00ed a d\u00e1le l\u00e9tal pod im. zn. OM-SYI. Letadlov\u00e1 flotila disponovala i mal\u00fdmi letouny, nap\u0159. L 200 A \u201eMorava\u201c im. zn. OK-OBG, Zl\u00edn Z-43 im. zn. OK-WEL, Beechcraft \u201eBaron 58\u201c (v\u00fdr. \u010d. TH-1757) im. zn. OK-SLI. Vzhledem k&nbsp;neust\u00e1l\u00e9mu zdokonalov\u00e1n\u00ed LPZ&nbsp;dal\u0161\u00ed obm\u011bny a dopl\u0148ov\u00e1n\u00ed flotily pokra\u010dovalo po\u0159izov\u00e1n\u00edm stroj\u016f s&nbsp;nejmodern\u011bj\u0161\u00edm m\u011b\u0159\u00edc\u00edmi konzolemi a dal\u0161\u00edm vybaven\u00edm.<\/p>\n\n\n\n<p><strong>23.&nbsp;12.&nbsp;1993&nbsp;&nbsp;&nbsp; <\/strong>Ve\u0161el v platnost z\u00e1kon \u010d. 305\/1993 Sb., kter\u00fdm se m\u011bn\u00ed a dopl\u0148uje z\u00e1kon \u010d.&nbsp;47\/1956 Sb., o civiln\u00edm letectv\u00ed (Leteck\u00fd z\u00e1kon) ve zn\u011bn\u00ed z\u00e1kona \u010d. 40\/1976 Sb., z\u00e1kona \u010d. 43\/1976 Sb., z\u00e1kona \u010d. 90\/1990 Sb. a z\u00e1kona \u010d. 383\/1990 Sb. zru\u0161il SOOL a z\u0159\u00eddil spr\u00e1vn\u00ed \u00fa\u0159ad \u201eSt\u00e1tn\u00ed leteckou inspekci\u201c (SLI III.), kter\u00e1 se stala n\u00e1stupnick\u00fdm subjektem SLI II. z\u0159\u00edzen\u00e9 vyhl\u00e1\u0161kou inspekce a Spr\u00e1vy dopravn\u00edch leti\u0161\u0165, ve zn\u011bn\u00ed Vyhl\u00e1\u0161ky <strong>\u010d. 104\/1977. <\/strong>Sou\u010dasn\u011b byla zru\u0161ena \u010d\u00e1st prvn\u00ed Vyhl\u00e1\u0161ky \u010d. 209\/1964 Sb., o z\u0159\u00edzen\u00ed St\u00e1tn\u00ed leteck\u00e9 inspekce a Spr\u00e1vy dopravn\u00edch leti\u0161\u0165.<\/p>\n\n\n\n<p><strong>1.&nbsp;1.&nbsp;1994&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Z\u00e1kon \u010d. 305\/1993 Sb.<strong> <\/strong>z&nbsp;23.&nbsp;12.&nbsp;1993 nabyl \u00fa\u010dinnosti.<\/p>\n\n\n\n<p><strong>11.&nbsp;10.&nbsp;1995&nbsp;&nbsp;&nbsp; <\/strong>Veden\u00ed<strong> <\/strong>Ministerstvo dopravy p\u0159evzal Ing. Vladim\u00edr BUD\u00cdNSK\u00dd (do 4.&nbsp;7.&nbsp;1996).<\/p>\n\n\n\n<p><strong>4.&nbsp;7.&nbsp;1996&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Ministerstvo dopravy p\u0159evzal Ing. Martin \u0158\u00cdMAN. Za &nbsp;jeho p\u016fsoben\u00ed vy\u0161el po n\u011bkolikalet\u00e9 p\u0159\u00edprav\u011b nov\u00fd \u201eLeteck\u00fd z\u00e1kon\u201c. Funkci ministra vykon\u00e1val do 2.&nbsp;1.&nbsp;1998.<\/p>\n\n\n\n<p><strong>1.&nbsp;4.&nbsp;1997&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Z\u00e1konem \u010d. 49\/1977 Sb., z&nbsp;6.&nbsp;3.&nbsp;1997 byl z\u0159\u00edzen \u201e\u00da\u0159ad pro civiln\u00ed letectv\u00ed\u201c. Sou\u010dasn\u011b, ustanoven\u00edm \u00a7 101 citovan\u00e9ho z\u00e1kona, do\u0161lo ke zru\u0161en\u00ed spr\u00e1vn\u00edho \u00fa\u0159adu \u201eSt\u00e1tn\u00ed leteck\u00e1 inspekce\u201c (SLI III.) z\u0159\u00edzen\u00e9ho z\u00e1konem \u010d. 305\/1993 Sb.<\/p>\n\n\n\n<p><strong>Pozn\u00e1mka \u010d. 15)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Sou\u010d\u00e1st\u00ed p\u0159ev\u00e1d\u011bn\u00e9ho majetku mezi ob\u011bma subjekty, kter\u00fd nebyl nikterak problematick\u00fd, byl i rozestav\u011bn\u00fd ji\u017en\u00ed trakt p\u016fvodn\u00edho \u0159editelstv\u00ed SLI II. z&nbsp;po\u010d\u00e1tku osmdes\u00e1t\u00fdch let, kter\u00fd je situov\u00e1n bl\u00edzkosti jihov\u00fdchodn\u00ed strany odbavovac\u00ed budovy z&nbsp;r. 1937.<\/p>\n\n\n\n<p><strong>\u00da\u0159ad pro civiln\u00ed letectv\u00ed zah\u00e1jil dal\u0161\u00ed etapu \u010ds. letectv\u00ed s&nbsp;pod\u00edlem na tvorb\u011b nov\u00e9 koncepce jeho rozvoje. Z&nbsp;titulu spr\u00e1vn\u00edho \u00fa\u0159adu pro v\u00fdkon st\u00e1tn\u00ed spr\u00e1vy ve v\u011bcech civiln\u00edho letectv\u00ed se intenzivn\u011b zapojil do formov\u00e1n\u00ed evropsk\u00e9ho letectv\u00ed na rozhran\u00ed dvou mil\u00e9ni\u00ed, kdy<\/strong><\/p>\n\n\n\n<p><strong>1998&nbsp;&nbsp;&nbsp; <\/strong>Byla zah\u00e1jena jedn\u00e1n\u00ed o z\u0159\u00edzen\u00ed <strong>\u201e<\/strong>Evropsk\u00e9 agentury pro bezpe\u010dnost civiln\u00edho letectv\u00ed\u201c (EASA &#8211; European Aviation Safety Agency), org\u00e1nu srovnateln\u00e9ho s&nbsp;Feder\u00e1ln\u00edm leteck\u00fdm \u00fa\u0159adem USA (FAA-Federal Aviation Administration.<\/p>\n\n\n\n<p><strong>20.&nbsp;5.&nbsp;1999&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Evropsk\u00e1 Komise (EK) specifikovala probl\u00e9my br\u00e1n\u00edc\u00ed rozvoji vnit\u0159n\u00edho trhu leteck\u00e9 dopravy a vypracovala n\u00e1vrh na\u0159\u00edzen\u00ed  k&nbsp;zaveden\u00ed spole\u010dn\u00fdch pravidel a z\u0159\u00edzen\u00ed EASA.<\/p>\n\n\n\n<p><strong>15.&nbsp;7.&nbsp;2002&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>V platnost ve\u0161lo Na\u0159\u00edzen\u00ed EP a Rady (ES) \u010d.&nbsp;1592\/2002 (tzv. \u201eZ\u00e1kladn\u00ed na\u0159\u00edzen\u00ed\u201c) s pravidly civiln\u00edho letectv\u00ed a rozhodnut\u00edm o z\u0159\u00edzen\u00ed EASA.<\/p>\n\n\n\n<p><strong>10\/2002&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Na zvl\u00e1\u0161tn\u00edm zased\u00e1n\u00ed na Jalt\u011b \u201eEvropsk\u00e1 konference pro civiln\u00ed letectv\u00ed\u201c (ECAC&nbsp;&#8211;&nbsp;European Civil Aviation Conference) projednala transformaci \u201eSdru\u017een\u00fdch leteck\u00fdch \u00fa\u0159ad\u016f\u201d (JAA Joint Aviation Authorities) do EASA<\/p>\n\n\n\n<p><strong>1.&nbsp;9.&nbsp;2003&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>V\u00fdkonn\u00fdm \u0159editelem EASA se stal Patrick GOUDOU.<\/p>\n\n\n\n<p><strong>24.&nbsp;9.&nbsp;2003&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Komise (ES) vydala Na\u0159\u00edzen\u00ed \u010d.&nbsp;1702\/2003 s prov\u00e1d\u011bc\u00edmi pravidly pro certifikaci letov\u00e9 zp\u016fsobilosti letadel, souvisej\u00edc\u00edch v\u00fdrobk\u016f, letadlov\u00fdch \u010d\u00e1st\u00ed a za\u0159\u00edzen\u00ed, podm\u00ednky pro ochranu \u017eivotn\u00edho prost\u0159ed\u00ed, \u010dinnost projek\u010dn\u00edch a v\u00fdrobn\u00edch organizac\u00ed<strong><\/strong><\/p>\n\n\n\n<p><strong>28.&nbsp;9.&nbsp;2003&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>EASA form\u00e1ln\u011b zah\u00e1jila \u010dinnost s&nbsp;omezen\u00fdmi kompetencemi ve smyslu \u201eZ\u00e1kladn\u00edho na\u0159\u00edzen\u00ed\u201d v&nbsp;oblasti letov\u00e9 zp\u016fsobilosti letadel, leteck\u00fdch v\u00fdrobk\u016f, letadlov\u00fdch \u010d\u00e1st\u00ed a za\u0159\u00edzen\u00ed, projek\u010dn\u00edch a v\u00fdrobn\u00edch organizac\u00ed (DOA\/POA-Desing\/Production Organization Approval), person\u00e1lu a organizac\u00ed zapojen\u00fdch do \u00fadr\u017eby letadel (v\u00fdcvik, zp\u016fsobilost).<\/p>\n\n\n\n<p><strong>20.&nbsp;11.&nbsp;2003&nbsp;&nbsp;&nbsp; <\/strong>Komise (ES) vydala Na\u0159\u00edzen\u00ed \u010d.2042\/2003 o zachov\u00e1n\u00ed letov\u00e9 zp\u016fsobilosti letadel, leteck\u00fdch v\u00fdrobk\u016f letadlov\u00fdch \u010d\u00e1st\u00ed a za\u0159\u00edzen\u00ed, schvalov\u00e1n\u00ed organizac\u00ed a person\u00e1lu zapojen\u00fdch do t\u011bchto \u00fakol\u016f.<\/p>\n\n\n\n<p><strong>25.&nbsp;11.&nbsp;2003&nbsp;&nbsp;&nbsp;
