Leteckou dopravu ve st\u00e1t\u011b za\u010dal \u0159\u00eddit \u201eFeder\u00e1ln\u00ed v\u00fdbor pro dopravu\u201c (FVD)<\/strong>:<\/p>\n\n\n\n<p><strong>1.&nbsp;1.&nbsp;1969 \u2013 29.&nbsp;9.&nbsp;1969&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>V&nbsp;\u010dele s&nbsp;ministrem-p\u0159edsedou FVD Franti\u0161kem \u0158EH\u00c1KEM.<\/p>\n\n\n\n<p><strong>29.&nbsp;9.&nbsp;1969 \u2013 1.&nbsp;1.&nbsp;1971&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>V&nbsp;\u010dele s&nbsp;ministrem-p\u0159edsedou FVD Jaroslavem KN\u00cd\u017dKOU.<\/p>\n\n\n\n<p>Feder\u00e1ln\u00ed uspo\u0159\u00e1d\u00e1n\u00ed st\u00e1tu rozd\u011blilo SDL I. na \u00fazemn\u00ed republikov\u00e9 spr\u00e1vy, ve spole\u010dn\u00e9m z\u00e1jmu \u00fazce spolupracuj\u00edc\u00ed:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u201e\u010ceskou spr\u00e1vu dopravn\u00edch leti\u0161\u0165\u201c (\u010cSDL Praha); statut ud\u011blen 5.&nbsp;1.&nbsp;1970 pod \u010d. j. 15.963\/1969 PO) a<\/li><li>\u201eSlovenskou spr\u00e1vu dopravn\u00fdch letisk\u201c (SSDL Bratislava)<\/li><\/ul>\n\n\n\n<p><strong>1.&nbsp;1.&nbsp;1969&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Po vzniku n\u00e1rodn\u00edch resort\u016f dopravy byly z\u0159\u00edzeny samostatn\u00e9 org\u00e1ny&nbsp;st\u00e1tn\u00edho dozoru v&nbsp;civiln\u00edm letectv\u00ed na \u00fazem\u00ed<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u010cesk\u00e9 socialistick\u00e9 republiky &#8211; \u201e\u010cesk\u00e1 leteck\u00e1 inspekce\u201c se s\u00eddlem v&nbsp;Praze (\u010cLI Praha)<\/li><li>Slovensk\u00e9 socialistick\u00e9 republiky &#8211; \u201eSlovensk\u00e1 leteck\u00e1 inspekce\u201c se s\u00eddlem v&nbsp;Bratislav\u011b (SLI Bratislava)<\/li><\/ul>\n\n\n\n<p>M\u011bly zajistit \u00fa\u010dinn\u011bj\u0161\u00ed kontroln\u00ed \u010dinnosti na \u00fazem\u00ed cel\u00e9 republiky, schvalovac\u00ed org\u00e1n, aby se p\u0159ibl\u00ed\u017eil investor\u016fm leteck\u00fdch staveb, byly urychleny zkou\u0161ky leteck\u00e9ho person\u00e1lu apod. Ne\u010dekan\u011b vznikly pot\u00ed\u017ee, z\u00e1m\u011br se nezda\u0159il.<\/p>\n\n\n\n<p><strong>8.&nbsp;1.&nbsp;1969&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Kompeten\u010dn\u00edm z\u00e1konem \u010d. 2\/1969 Sb., o z\u0159\u00edzen\u00ed ministerstev a jin\u00fdch \u00fast\u0159edn\u00edch st\u00e1tn\u00edch org\u00e1n\u016f ve feder\u00e1ln\u00edm uspo\u0159\u00e1d\u00e1n\u00ed st\u00e1tu vzniklo \u201eMinisterstvo dopravy \u010cesk\u00e9 socialistick\u00e9 republiky\u201c (MD \u010cSR), v&nbsp;obdob\u00ed od 8.&nbsp;1.&nbsp;1969 \u2013 3.&nbsp;1.&nbsp;1971 v&nbsp;\u010dele s prof. Ing. Josefem STAR\u00ddM.<\/p>\n\n\n\n<p>Sou\u010dasn\u011b fungovalo \u201eFeder\u00e1ln\u00ed ministerstvo dopravy\u201c (FMD). \u201e\u010cesk\u00e1 n\u00e1rodn\u00ed rada\u201c na sv\u00e9 1. sch\u016fzi projednala dopln\u011bk ustanoven\u00ed t\u00fdkaj\u00edc\u00ed se \u010cLI Praha s&nbsp;od\u016fvodn\u011bn\u00edm (citace): <strong>\u201e\u2026aby se tomuto org\u00e1nu dostalo z\u00e1konn\u00e9ho podkladu, proto\u017ee zat\u00edm existuje na z\u00e1klad\u011b ni\u017e\u0161\u00edho pr\u00e1vn\u00edho p\u0159edpisu ne\u017e z\u00e1konn\u00e9ho, a proto svou povahou je spr\u00e1vn\u00e9, aby byl konstituov\u00e1n z\u00e1konn\u00fdm zp\u016fsobem. Jsou tu v\u011bcn\u00e9 probl\u00e9my, kter\u00e9 ov\u0161em v&nbsp;t\u00e9to souvislosti \u0159e\u0161it nelze, nakolik m\u00e1 b\u00fdt tato kompetence feder\u00e1ln\u00ed. Ov\u0161em z&nbsp;textu \u00fastavn\u00edho z\u00e1kona se tato feder\u00e1ln\u00ed kompetence vyvodit ned\u00e1, doch\u00e1z\u00ed ke zvl\u00e1\u0161tn\u00edmu stavu, \u017ee St\u00e1tn\u00ed leteck\u00e1 inspekce \u010desk\u00e1 bude plnit slu\u017eby na z\u00e1klad\u011b dohody i pro Slovenskou socialistickou republiku\u201c.<\/strong><\/p>\n\n\n\n<p><strong>\u010cinnosti Feder\u00e1ln\u00edho v\u00fdboru pro dopravu a Ministerstvo dopravy \u010cesk\u00e9 socialistick\u00e9 Republiky se po ur\u010ditou dobu ne\u00fanosn\u011b p\u0159ekr\u00fdvaly. Krom\u011b toho v&nbsp;leteck\u00e9 doprav\u011b vznikaj\u00edc\u00ed ekonomick\u00e9 pot\u00ed\u017ee a nast\u00e1vaj\u00edc\u00ed ropn\u00e1 krize vytv\u00e1\u0159ely tlak na omezen\u00ed &nbsp;vnitrost\u00e1tn\u00ed leteck\u00e9 dopravy.<\/strong><\/p>\n\n\n\n<p><strong>1.&nbsp;1.&nbsp;1971&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Ministerstva dopravy \u010cesk\u00e9 socialistick\u00e9 Republiky, po\u0161t a telekomunikac\u00ed byla z\u00e1konem \u010d. 147\/1970 Sb. zru\u0161ena, \u0159\u00edzen\u00ed civiln\u00edho letectv\u00ed p\u0159evzalo Feder\u00e1ln\u00ed ministerstvo dopravy. Ministr \u0160tefan \u0160UTKA (1.&nbsp;1.&nbsp;1969 \u2013 21.&nbsp;11.&nbsp;1975) opat\u0159en\u00edm \u010d. 56660\/71 zm\u011bnil n\u00e1zev obou organizac\u00ed na:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u010ceskoslovenskou spr\u00e1vu dopravn\u00edch leti\u0161\u0165 Praha (\u010cSSDL Praha) s&nbsp;p\u016fsobnost\u00ed v \u010cech\u00e1ch a na Morav\u011b<\/li><li>\u010ceskoslovenskou spr\u00e1vu dopravn\u00fdch letisk Bratislava\u201c (\u010cSSDL Bratislava) s&nbsp;p\u016fsobnost\u00ed na Slovensku<\/li><\/ul>\n\n\n\n<p><strong>V&nbsp;kone\u010dn\u00e9m v\u00fdsledku<\/strong><strong> \u010dinnosti spojen\u00e9 s&nbsp;v\u00fdkonem st\u00e1tn\u00edho dozoru byly z&nbsp;obou \u010cSSDL Praha a \u010cSSDL Bratislava vy\u010dlen\u011bny a slou\u010deny do nov\u00e9 \u201e\u010ceskoslovensk\u00e9 st\u00e1tn\u00ed leteck\u00e9 inspekce\u201c (\u010cSLI Praha) s&nbsp;celorepublikovou p\u016fsobnost\u00ed. V&nbsp;hierarchii subjekt\u016f st\u00e1tn\u00edho dozoru v&nbsp;civiln\u00edm letectv\u00ed byla ozna\u010dov\u00e1na jako \u201eSt\u00e1tn\u00ed leteck\u00e9 inspekce II.\u201c (SLI II.) se s\u00eddlem v&nbsp;Praze a s\u00eddeln\u00edmi inspektor\u00e1ty v&nbsp;Praze a&nbsp;Bratislav\u011b. \u0158editelem se stal Arno\u0161t MAREK.<\/strong><\/p>\n\n\n\n<p><strong>1.&nbsp;1.&nbsp;1972&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>SLI II. za\u010dala fungovat jako org\u00e1n \u201eOdborn\u00e9ho st\u00e1tn\u00edho dozoru v&nbsp;civiln\u00edm letectv\u00ed \u010cSSR\u201c a k&nbsp;tomu \u00fa\u010delu byl z\u0159\u00edzen <strong>\u201eTechnick\u00fd inspektor\u00e1t\u201c,<\/strong> kter\u00fd \u0159\u00eddil Ing. KOHOUT se strukturou:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"a\"><li>Odd\u011blen\u00ed letecko-provozn\u00ed, zahrnuj\u00edc\u00ed<ol><li>skupinu leteck\u00e9 techniky<\/li><li>kontrolu letov\u00e9ho provozu<\/li><\/ol><\/li><li>Odd\u011blen\u00ed leteck\u00fdch pozemn\u00edch za\u0159\u00edzen\u00ed<\/li><li>Odd\u011blen\u00ed leteck\u00e9ho person\u00e1lu<\/li><li>Odd\u011blen\u00ed \u0161et\u0159en\u00ed leteck\u00fdch nehod<\/li><li>\u010ceskoslovensk\u00fd leteck\u00fd registr<\/li><\/ol>\n\n\n\n<p><strong>10.&nbsp;7.&nbsp;1972&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>\u0158editel Odboru civiln\u00edho letectv\u00ed zru\u0161il statut \u010cSDL Praha (\u010d. j. 15.963\/1969 PO z 5. 1. 1970) a sv\u00fdm \u010d. j. 18.011\/72-20 schv\u00e1lil nov\u00fd Organiza\u010dn\u00ed \u0159\u00e1d \u010cSSDL Praha.<\/p>\n\n\n\n<p><strong>1974&nbsp;&nbsp;&nbsp; <\/strong>Na civiln\u00ed letectv\u00ed byl v&nbsp;souladu s vl\u00e1dn\u00edm na\u0159\u00edzen\u00edm \u010d. 91\/1974 Sb. opakovan\u011b vyv\u00edjen tlak na zaveden\u00ed st\u0159edn\u00edho \u010dl\u00e1nku \u0159\u00edzen\u00ed &#8211; \u201eV\u00fdrobn\u011b hospod\u00e1\u0159sk\u00e9 jednotky\u201c (VHJ) nebo \u201eGener\u00e1ln\u00edho \u0159editelstv\u00ed civiln\u00edho letectv\u00ed\u201c (G\u0158CL), jedin\u00e9ho odpov\u011bdn\u00e9ho subjektu za cel\u00fd obor.<\/p>\n\n\n\n<p><strong>Dosavadn\u00ed zku\u0161enosti z&nbsp;organizace v&nbsp;\u010cSSR i ve sv\u011bt\u011b prok\u00e1zaly, \u017ee forma VHJ nen\u00ed pro \u010ds. civiln\u00ed leteckou dopravu nejvhodn\u011bj\u0161\u00edm \u0159e\u0161en\u00edm. S pouk\u00e1z\u00e1n\u00edm na specifika leteck\u00e9 dopravy, usilovn\u00fdm dokladov\u00e1n\u00edm prokazateln\u011b \u0161patn\u00fdch zku\u0161enosti a chyb v&nbsp;organiza\u010dn\u00edm prov\u00e1z\u00e1n\u00ed \u010dinnost\u00ed z&nbsp;pades\u00e1t\u00fdch let, poda\u0159ilo se n\u00e1vrh\u016fm zabr\u00e1nit. Tenkr\u00e1t napomohly rozbory v&nbsp;syst\u00e9mu leteck\u00e9 dopravy, prov\u011brky resortn\u00ed kontroly a \u201eV\u00fdboru lidov\u00e9 kontroly\u201c, kter\u00e9 prok\u00e1zaly nefunk\u010dnost syst\u00e9mu, v\u00e1\u017en\u00e9 z\u00e1vady, nedostatky n\u00e1vrh\u016f, v&nbsp;\u0159ad\u011b p\u0159\u00edpad\u016f i upozorn\u011bn\u00ed cestuj\u00edc\u00ed ve\u0159ejnosti.<\/strong><\/p>\n\n\n\n<p>V\u00fdsledn\u00fdm \u00fasil\u00ed m\u011blo b\u00fdt dosa\u017eeno zv\u00fd\u0161en\u00ed \u00fa\u010dinnosti st\u00e1tn\u00ed spr\u00e1vy a odborn\u00e9ho dozoru spolu&nbsp;s dosa\u017een\u00edm \u00fa\u010deln\u00e9 centralizace \u0159\u00edzen\u00ed a prosazen\u00edm z\u00e1sady p\u0159\u00edm\u00e9ho \u0159\u00edzen\u00ed na v\u0161ech \u0159\u00edd\u00edc\u00edch stupn\u00edch, sou\u010dasn\u011b s&nbsp;prohlouben\u00edm specializace slo\u017eek s&nbsp;vlivem na bezpe\u010dnost letov\u00e9ho provozu. K&nbsp;tomu byly p\u0159ijaty z\u00e1sadn\u00ed z\u00e1v\u011bry:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u0159\u00edd\u00edc\u00ed \u010dinnosti budou sv\u011b\u0159eny FMD, Odboru civiln\u00edho letectv\u00ed<\/li><li>civiln\u00ed dopravn\u00ed leti\u0161t\u011b budou pod\u0159\u00edzena jedn\u00e9 samostatn\u00e9 odpov\u011bdn\u00e9 organizaci<\/li><li>odpov\u011bdnost za \u0159\u00edzen\u00ed a zabezpe\u010den\u00ed civiln\u00edho leteck\u00e9ho provozu p\u0159evezme&nbsp;samostatn\u00e1 p\u0159\u00edsp\u011bvkov\u00e1 organizace<\/li><li>investorsk\u00e1 \u010dinnost pro v\u00fdstavbu a leti\u0161\u0165 a leti\u0161tn\u00ed infrastrukturu bude vy\u010dlen\u011bna do rozpo\u010dtov\u00e9 organizace<\/li><li>inspek\u010dn\u00ed a kontroln\u00ed \u010dinnosti SLI II. budou pos\u00edleny<\/li><\/ul>\n\n\n\n<p><strong>21.&nbsp;11.&nbsp;1975&nbsp;&nbsp;&nbsp; <\/strong>\u0158\u00edzen\u00ed <strong>FMD<\/strong> p\u0159evzal Vladim\u00edr BLA\u017dEK na obdob\u00ed od 21.&nbsp;11.&nbsp;1975 \u2013 20.&nbsp;4.&nbsp;1988.<\/p>\n\n\n\n<p><strong>Pozn\u00e1mka \u010d. 11)<\/strong> Od 21.&nbsp;4.&nbsp;1988 do 11.&nbsp;10.&nbsp;1988 byl v&nbsp;\u010dele \u201eFeder\u00e1ln\u00edho ministerstva dopravy a spoj\u016f\u201c (FMDS).<\/p>\n\n\n\n<p><strong>24.&nbsp;11.&nbsp;1976&nbsp;&nbsp;&nbsp; <\/strong>Na z\u00e1klad\u011b \u00a7 29a z\u00e1kona \u010d. 43\/1976 vznikl \u201eSbor ozbrojen\u00e9 ochrany leti\u0161\u0165\u201c(SOOL) a organiza\u010dn\u011b byl za\u010dlen\u011bn do p\u0159\u00edsp\u011bvkov\u00e9 organizace \u010cSSDL. P\u016fsobil na leti\u0161t\u00edch v Praze, Brn\u011b, Ostrav\u011b a Karlov\u00fdch Varech. Z\u00e1sady organizace, v\u00fdzbroj, v\u00fdstroj, z\u00e1sady v\u00fdcviku a v\u00fdkonu slu\u017eby jeho p\u0159\u00edslu\u0161n\u00edk\u016f ur\u010doval v\u00fdnos FMD \u010d. j. 24&nbsp;324\/76-025.<\/p>\n\n\n\n<p><strong>Velk\u00e1 organiza\u010dn\u00ed ro\u0161\u00e1da zah\u00e1jena<\/strong><\/p>\n\n\n\n<p><strong>24.&nbsp;10.&nbsp;1977&nbsp;&nbsp;&nbsp; <\/strong>Byly schv\u00e1leny a opat\u0159en\u00edm FMDS \u010d. 20647\/77 provedeny zm\u011bny v&nbsp;uspo\u0159\u00e1d\u00e1n\u00ed civiln\u00edho letectv\u00ed \u010cSSR, vych\u00e1zej\u00edc\u00ed ze z\u00e1sad p\u0159ijat\u00fdch v r. 1974.<\/p>\n\n\n\n<p><strong>31.&nbsp;12.&nbsp;1977&nbsp;&nbsp;&nbsp; <\/strong>\u010cinnost ukon\u010dily organizace \u010cSSDL Praha a \u010cSSDL Bratislava. Z&nbsp;\u010cSSDL Praha St\u00e1tn\u00ed leteck\u00e1 inspekce (SLI II.) p\u0159evzala \u201eProvozn\u011b technickou kontrolu\/letov\u00e9 naviga\u010dn\u00ed odd\u011blen\u00ed\u201c (PTK\/LNO) s dvaceti pracovn\u00edky, technick\u00fdm vybaven\u00edm a v\u0161emi letouny (IL- 14\/OK-LCE; 200A\/OK-DEA; L-200D\/ OK-UHA; Jak-40\/OK-DHA; L 410A\/OK-EKB; L 410UVP\/OK-PXI)<\/p>\n\n\n\n<p><strong>Pozn\u00e1mka \u010d. 12)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>To ji\u017e byl legend\u00e1rn\u00ed Il-14 im. zn. OK-LCE se zbytkem n\u00e1hradn\u00edch d\u00edl\u016f. 9.&nbsp;6.&nbsp;1977 odprod\u00e1n sov\u011btsk\u00e9mu Aviaexportu, za symbolickou cenu 10 tis. Rb. (100 tis. K\u010d). Po p\u0159eletu do Minsku stroj pro\u0161el gener\u00e1ln\u00ed opravou, p\u0159i kter\u00e9 rozpoznateln\u00e1 kopule na lev\u00e9 stran\u011b trupu (ve sm\u011bru letu) byla zachov\u00e1na a letoun \u00fadajn\u011b dostal nov\u00fd transparentn\u00ed n\u00e1t\u011br ur\u010den\u00fd pro pol\u00e1rn\u00ed kraje.<\/p>\n\n\n\n<p><strong>SLI I. <\/strong>od r. 1965 ke kontrole letadel \u201eSVAZARMU\u201c, leti\u0161\u0165 a doprav\u011b sv\u00fdch pracovn\u00edk\u016f na slu\u017eebn\u00ed cesty pou\u017e\u00edvala jednomotorov\u00fd letoun B\u00fccker B\u00fc181D \u201eBestmann\u201c, im. zn. OK-DRK (podle tehdej\u0161\u00edch zvyklost\u00ed arm\u00e1dn\u00ed ozna\u010den\u00ed \u201eC106\u201c) a L-40 \u201eMeta Sokol\u201c im. zn. OK-MKR. Malou letadlovou flotilu dopl\u0148oval Z-37 \u201e\u010cmel\u00e1k\u201c im. zn.
