Jan BERV\u00cdDA jako<strong> <\/strong>n\u00e1m. ministra, vedouc\u00ed sekce civiln\u00edho letectv\u00ed. Bl\u00edzk\u00fdmi spolupracovn\u00edky byli Ing. VERNER, Dr. ADAM a Ing. KARLICK\u00dd.<\/p>\n\n\n\n<p><strong>19. 5. 1945&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>V resortu dopravy vznikl nov\u00fd Odbor civiln\u00edho letectv\u00ed \u201eL\u201c. Prozat\u00edmn\u00edm veden\u00edm byl pov\u011b\u0159en brig. gen. letectva Vil\u00e9m STANOVSK\u00dd. Strukturu \u201eL\u201c tvo\u0159ilo jeden\u00e1ct odborn\u00fdch odd\u011blen\u00ed a \u010dty\u0159i podskupiny s agendou:<\/p>\n\n\n\n<p><strong>Odd. KONE\u010cN\u00ddM<\/p>\n\n\n\n<p><strong>6.&nbsp;6.&nbsp;1945&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>PICAO zah\u00e1jilo \u010dinnost a nahradilo \u201eMezin\u00e1rodn\u00ed komisi pro leteckou navigaci\u201c ICAN.<\/p>\n\n\n\n<p><strong>31.&nbsp;7.&nbsp;1945&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>MD p\u0159edlo\u017eilo n\u00e1vrh na soust\u0159ed\u011bn\u00ed \u010ds. civiln\u00ed leteck\u00e9 dopravy do jednoho celost\u00e1tn\u00edho dopravn\u00edho podniku v p\u0159\u00edm\u00e9 pod\u0159\u00edzenosti resortu.<\/p>\n\n\n\n<p><strong>14.&nbsp;10.&nbsp;1945&nbsp;&nbsp;&nbsp; <\/strong>Vl\u00e1da \u010cSR p\u0159ijala Usnesen\u00ed: \u201e\u010ceskoslovensk\u00e1 leteck\u00e1 doprava bude v budoucnu provozov\u00e1na jedin\u00fdm celost\u00e1tn\u00edm podnikem, kter\u00fd se bude naz\u00fdvat \u010ceskoslovensk\u00e9 aerolinie, tento podnik bude organizov\u00e1n jako st\u00e1tn\u00ed, podle z\u00e1kona ze dne 18.&nbsp;12.&nbsp;1922 \u010d. 404 Sb., o \u00faprav\u011b hospoda\u0159en\u00ed ve st\u00e1tn\u00edch z\u00e1vodech, \u00fastavech a za\u0159\u00edzen\u00edch, p\u0159ev\u00e1\u017en\u011b s pln\u011bn\u00edm spr\u00e1vn\u00edch \u00fakol\u016f \u201c. St\u00e1t za \u00fa\u010delem likvidace p\u0159evzal \u010ceskoslovenskou leteckou spole\u010dnost Praha, a.&nbsp;s. a na Slovensku zanikla \u201eSlovensk\u00e1 akciov\u00e1 leteck\u00e1 spole\u010dnost\u201c zalo\u017eena za I. sv\u011btov\u00e9 v\u00e1lky.<\/p>\n\n\n\n<p><strong>11\/1945&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Po v\u00e1lce do\u010dasn\u011b spravovanou agendu civiln\u00edho letectv\u00ed Vojenskou spr\u00e1vou, po obnoven\u00ed leteck\u00e9ho provozu p\u0159evzalo MD, a Vojensk\u00fd leteck\u00fd dopravn\u00ed odd\u00edl ukon\u010dil \u010dinnost. Na Slovensku agendu civiln\u00edho letectv\u00ed, v koordinaci s Odborem \u201eL\u201c MD, \u0159\u00eddilo \u201ePoverenictvo pre dopravu a verejn\u00e9 pr\u00e1ce\u201c.<\/p>\n\n\n\n<p><strong>7.&nbsp;12.&nbsp;1945&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Pod z\u00e1\u0161titou vl\u00e1dy USA a Spojen\u00fdch N\u00e1rod\u016f 52 zem\u00ed podepsalo \u201eChicagskou \u00famluvu\u201c. Ratifika\u010dn\u00ed listiny archivuje a souvisej\u00edc\u00ed agendu spravuje vl\u00e1da USA.<\/p>\n\n\n\n<p><strong>Pov\u00e1le\u010dn\u00e9 obdob\u00ed od z\u00e1kladu zm\u011bnilo hospod\u00e1\u0159sk\u00e9 politick\u00e9 a spole\u010densk\u00e9 pom\u011bry a geopolitick\u00e9 uspo\u0159\u00e1d\u00e1n\u00ed nov\u00e9 Evropy. Z hlediska letectv\u00ed p\u0159ednostn\u00ed z\u00e1le\u017eitost\u00ed bylo obnoven\u00ed a zprovozn\u011bn\u00ed leti\u0161tn\u00ed infrastruktury, provozn\u00edch slu\u017eeb, revize funkce leteck\u00fdch pozemn\u00edch za\u0159\u00edzen\u00ed apod. Materi\u00e1lov\u00e1 dostupnost ukryt\u00fdch, ale i zbyl\u00fdch z\u00e1sob po n\u011bmeck\u00e9 arm\u00e1d\u011b a rozpracovanost v na\u0161ich tov\u00e1rn\u00e1ch, ale i provozuschopn\u00e9 RWY, za v\u00e1lky prodlu\u017eovan\u00e9 a neporu\u0161en\u00e9, v pom\u011brn\u011b kr\u00e1tk\u00e9 dob\u011b, v p\u0159\u00edpad\u011b ruzy\u0148sk\u00e9ho leti\u0161t\u011b umo\u017enily obnovit jeho provoz<\/strong>.<\/p>\n\n\n\n<p>\u010ceskoslovensko vyhl\u00e1silo obdob\u00ed intenzivn\u00ed p\u0159\u00edpravy na obnovu hospod\u00e1\u0159stv\u00ed. Vl\u00e1dn\u00edm na\u0159\u00edzen\u00edm \u010d. 159\/1946 Sb., \u010cSA byly prohl\u00e1\u0161eny st\u00e1tn\u00edm podnikem funguj\u00edc\u00ed podle z\u00e1sad obchodn\u00edho hospoda\u0159en\u00ed ve smyslu \u00a71 Vl\u00e1dn\u00edho na\u0159\u00edzen\u00ed \u010d. 206\/1924 Sb., kter\u00fdm se prov\u00e1d\u011bl Z\u00e1kon o \u00faprav\u011b hospoda\u0159en\u00ed ve st\u00e1tn\u00edch z\u00e1vodech, \u00fastavech a za\u0159\u00edzen\u00edch, p\u0159ev\u00e1\u017en\u011b bez vlivu na pln\u011bn\u00ed spr\u00e1vn\u00edch \u010dinnost\u00ed. Sou\u010dasn\u011b byla zn\u00e1rodn\u011bna \u201e\u010ceskoslovensk\u00e1 leteck\u00e1 spole\u010dnost Praha, a. s.\u201c. Na z\u00e1klad\u011b Vyhl\u00e1\u0161ky ministra pr\u016fmyslu \u010d.2041\/1946 Sb. \u00da. l. I., jej\u00ed majetek p\u0159evzaly \u201e\u0160kodovy z\u00e1vody, n. p.\u201c a \u010cSA v leteck\u00e9 doprav\u011b prakticky z\u00edskaly monopoln\u00ed postaven\u00ed.<\/p>\n\n\n\n<p><strong>2.&nbsp;7.&nbsp;1946&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Ministrem dopravy se stal Ivan PIETOR (p\u016fsobil do 20.&nbsp;2.&nbsp;1948) a organiza\u010dn\u011b byl dotvo\u0159en Odbor \u201eL\u201c.<\/p>\n\n\n\n<p><strong>21.&nbsp;8.&nbsp;1946&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Ing. J. BERV\u00cdDA, \u0161\u00e9f Leteck\u00e9ho odboru Ministerstva dopravy v rozhlase k rozvoji \u010ds. civiln\u00edho letectv\u00ed uvedl (v\u00fdb\u011br-citace z projevu): \u201eV\u00fdstavb\u011b civiln\u00edho letectv\u00ed a jeho organizaci je nutn\u00e9 zvl\u00e1\u0161\u0165 v\u011bnovat mimo\u0159\u00e1dnou pozornost, nebo\u0165 tyto ot\u00e1zky nelze \u0159e\u0161it pouze z hlediska vnitrost\u00e1tn\u00edho, ale z hlediska mezin\u00e1rodn\u00edho, sv\u011btov\u00e9ho. V\u0161echny pokrokov\u00e9 st\u00e1ty se v\u0161emo\u017en\u011b staraj\u00ed, aby z v\u00fdstavby letectv\u00ed nebyly vy\u0159azeny, n\u00fdbr\u017e aby se do sv\u011btov\u00e9ho letectv\u00ed co nejd\u0159\u00edve a nejv\u00fdhodn\u011bji za\u010dlenily. Proto se ve v\u0161ech st\u00e1tech, kter\u00e9 usiluj\u00ed o spln\u011bn\u00ed v\u0161ech hospod\u00e1\u0159sk\u00fdch \u00fakol\u016f, centralizuj\u00ed ve\u0161ker\u00e9 leteck\u00e9 slo\u017eky, v\u0161e, co se t\u00fdk\u00e1 letadel, motor\u016f, p\u0159\u00edstroj\u016f, zabezpe\u010dovac\u00ed slu\u017eby lini\u00ed, v\u00fdzkumu, v\u00fdstavby leti\u0161\u0165, propagace, hav\u00e1ri\u00ed apod. do jednoho \u00fa\u0159adu, tak jako tomu je v PICAO. Prost\u011b \u017eivot st\u00e1tu, n\u00e1roda a zd\u00e1rn\u00fd hospod\u00e1\u0159sk\u00fd v\u00fdvoj bez letadla nebude mo\u017en\u00fd a ka\u017ed\u00e9 brzd\u011bn\u00ed rozvoje letectv\u00ed by bylo trestuhodn\u00e9. Pr\u00e1v\u011b v tuto dobu, kdy se pl\u00e1nuje \u201eDvouletka\u201c na\u0161eho hospod\u00e1\u0159stv\u00ed, je nutn\u00e9 si uv\u011bdomit d\u016fle\u017eitost a nutnost co nejrychleji vybudovat na\u0161e civiln\u00ed letectv\u00ed\u201c.<\/p>\n\n\n\n<p><strong>S p\u0159ihl\u00e9dnut\u00edm ke zp\u016fsobu uspo\u0159\u00e1d\u00e1n\u00ed slu\u017eeb \u0159\u00edzen\u00ed letov\u00e9ho provozu v n\u011bkter\u00fdch z\u00e1padn\u00edch st\u00e1tech, v pom\u011brn\u011b kr\u00e1tk\u00e9 dob\u011b se poda\u0159ilo vytvo\u0159it \u010ds. strukturu \u0159\u00edzen\u00ed letov\u00e9ho provozu.<\/strong><\/p>\n\n\n\n<p><strong>2.&nbsp;10.&nbsp;1946&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>V\u00fdnosem ministra dopravy let. sekr. \u010d.j. 5\/12-L\/10 a i 1946 na \u201eSt\u00e1tn\u00edm civiln\u00edm dopravn\u00edm leti\u0161ti Praha\u201c v Ruzyni vznikla pracovi\u0161t\u011b:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u0159\u00edzen\u00ed oblastn\u00edho letov\u00e9ho provozu ATC Praha (Air Traffic Control) ve vzdu\u0161n\u00e9m prostoru \u010cech a Moravy a ATC Bratislava na Slovensku<\/li><li>p\u0159ibli\u017eovac\u00ed slu\u017eby \u0159\u00edzen\u00ed m\u00edstn\u00edho provozu APP (Approach), odpov\u011bdn\u00e1 za koordinaci provozu na leti\u0161t\u00edch m\u00edstn\u00edho okrsku podle pravidel pro let za viditelnosti VFR (Visual Flight Rules)<\/li><li>slu\u017eby \u0159\u00edzen\u00ed leti\u0161tn\u00edho provozu ADC (Aerodrome Control), kter\u00e1 odpov\u00eddala za \u0159\u00edzen\u00ed a bezpe\u010dnost na leti\u0161ti a ve vzdu\u0161n\u00e9m prostoru leti\u0161tn\u00edho okrsku o polom\u011bru 8 km od vzta\u017en\u00e9ho budu leti\u0161t\u011b (st\u0159edu) do v\u00fd\u0161e 200 m nad rovinu leti\u0161t\u011b<\/li><\/ul>\n\n\n\n<p><strong>Pozn\u00e1mka \u010d. 7)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Let za podm\u00ednek IFR (Instrument Flight Rules) se v Praze vyhla\u0161oval p\u0159i poklesu dohlednosti pod 5 km nebo sn\u00ed\u017een\u00ed z\u00e1kladny obla\u010dnosti pod 300 m. Za slu\u017eby APP, tzn. \u0159\u00edzen\u00ed p\u0159ibli\u017eov\u00e1n\u00ed letadel na leti\u0161t\u011b Praha\/Ruzyn\u011b a sou\u010dasn\u011b za koordinaci provozu ostatn\u00edch leti\u0161\u0165 v okrsku odpov\u00eddal m\u00edstn\u00ed kontrolor. M\u00edstn\u00ed okrsek byl vymezen\u00fd prostor v okruhu 40 km od st\u0159edu leti\u0161t\u011b se spodn\u00ed hranic\u00ed 200 m a horn\u00ed hranic\u00ed 3 000 m nad mo\u0159em.<\/p>\n\n\n\n<p><strong>25.&nbsp;10.&nbsp;1946&nbsp;&nbsp;&nbsp; <\/strong>Vl\u00e1da p\u0159ijala \u201eDvoulet\u00fd hospod\u00e1\u0159sk\u00fd pl\u00e1n\u201c, tzv. \u201eDvouletku\u201c na obdob\u00ed let 1947 &#8211; 1948, kdy m\u011blo b\u00fdt dosa\u017eeno stejn\u00e9 \u00farovn\u011b na\u0161eho hospod\u00e1\u0159stv\u00ed jako v r. 1937. Zejm\u00e9na byl kladen d\u016fraz na rozvoj pr\u016fmyslu, os\u00eddlen\u00ed pohrani\u010dn\u00edch oblast\u00ed po odsunut\u00ed n\u011bmeck\u00e9ho obyvatelstva a vytvo\u0159en\u00ed podm\u00ednek pro ukon\u010den\u00ed p\u0159\u00edd\u011blov\u00e9ho (l\u00edstkov\u00e9ho) syst\u00e9mu. Pl\u00e1n v\u0161echna hospod\u00e1\u0159sk\u00e1 a v\u00fdrobn\u00ed odv\u011btv\u00ed nezahrnoval, ale respektoval rovnopr\u00e1vnost soukrom\u00e9ho a zn\u00e1rodn\u011bn\u00e9ho sektoru. Jednalo se o prvn\u00ed p\u0159\u00edm\u00fd pl\u00e1novit\u00fd z\u00e1sah tohoto typu do ekonomiky st\u00e1tu, a ne v ka\u017ed\u00e9m odv\u011btv\u00ed byl program obnovy spln\u011bn.<\/p>\n\n\n\n<p><strong>5.&nbsp;3.&nbsp;1947&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Podpisem \u0161estadvac\u00e1tou zem\u00ed byla spln\u011bna podm\u00ednka pro nahrazen\u00ed PICAO&nbsp;novou organizac\u00ed.<\/p>\n\n\n\n<p><strong>4.&nbsp;4.&nbsp;1947&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>PICAO nahradila vl\u00e1dn\u00ed Mezin\u00e1rodn\u00ed organizac\u00ed civiln\u00edho letectv\u00ed (ICAO &#8211; International Civil Aviation Organisation) a ihned zah\u00e1jila \u010dinnost. V \u010ceskoslovensku t\u00fd\u017e den nabyla \u00fa\u010dinnost \u00daMCL a st\u00e1t, signat\u00e1\u0159 t\u00e9to celosv\u011btov\u00e9 instituce, p\u0159evzal ve\u0161ker\u00e9 povinnosti s \u010dlenstv\u00edm spojen\u00e9.<\/p>\n\n\n\n<p><strong>Spole\u010densk\u00e9 pom\u011bry ve st\u00e1t\u011b a mezin\u00e1rodn\u00ed civiln\u00ed letectv\u00ed zaznamenalo mnoh\u00e9 organiza\u010dn\u00ed zm\u011bny. ICAO p\u0159e\u0161lo k intenzivn\u011bj\u0161\u00edmu rozvoji normotvorn\u00e9 \u010dinnosti a spolupr\u00e1ce v nov\u00fdch podm\u00ednk\u00e1ch vedla k zamy\u0161len\u00ed nad novelou prvn\u00edho \u010ds. Z\u00e1kona o letectv\u00ed \u010d. 172 Sb., z 8.&nbsp;7.&nbsp;1925, kter\u00fd ve zn\u011bn\u00ed Z\u00e1kona 48\/1930 Sb. z 30.&nbsp;4.&nbsp;1930 byl obrazem spole\u010densk\u00e9ho \u0159\u00e1du sv\u00e9 doby.<\/strong><\/p>\n\n\n\n<p><strong>U jednotliv\u00fdch ustanoven\u00ed doba vy\u017eadovala volit takovou stylizaci, kter\u00e1 by pro civiln\u00ed letectv\u00ed a jeho dal\u0161\u00ed rozvoj vytvo\u0159ila dlouhodob\u011bj\u0161\u00ed pr\u00e1vn\u00ed z\u00e1klad. Pr\u00e1ce nebyla snadn\u00e1. Uspo\u0159\u00e1d\u00e1n\u00edm a v z\u00e1sadn\u00edch ustanoven\u00edch se p\u0159ipravovan\u00fd r\u00e1mec z\u00e1kona p\u0159idr\u017eoval sov\u011btsk\u00e9ho leteck\u00e9ho kodexu ze 7.&nbsp;8.&nbsp;1935 \u010d.14\/1713 Sb., z\u00e1k. SSSR se zm\u011bnami a dopl\u0148ky k 1.&nbsp;1.&nbsp;1948 (vyd\u00e1n\u00ed Aeroflotu z r. 1948). Zpracovatel\u00e9 novely p\u0159ihl\u00ed\u017eeli i k pr\u00e1vn\u00edm \u00faprav\u00e1m jin\u00fdch st\u00e1t\u016f (Bulharska, Rumunska, Francie, Norska, \u0160v\u00fdcarska), tak jako vyd\u00e1van\u00fdm mezin\u00e1rodn\u00edm leteck\u00fdm p\u0159edpis\u016fm nebo doporu\u010den\u00ed ICAO, kter\u00e9 pr\u00e1ce usnad\u0148ovaly.<\/strong><\/p>\n\n\n\n<p><strong>S resortem dopravy na novele spolupracoval \u00da\u0159ad p\u0159edsednictva vl\u00e1dy a dot\u010den\u00e9 centr\u00e1ln\u00ed \u00fa\u0159ady, ministerstva spravedlnosti, zahrani\u010dn\u00edch v\u011bc\u00ed, financ\u00ed a spoj\u016f, tak\u00e9 \u201eSvaz pro spolupr\u00e1ci s arm\u00e1dou\u201c (SVAZARM).<\/strong><\/p>\n\n\n\n<p><strong>Pozn\u00e1mka \u010d. 8)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>P\u0159\u00edpravu novely z\u00e1kona bylo prakticky mo\u017en\u00e9 zah\u00e1jit a\u017e v r. 1952. Zahrnovala v\u0161echny obory v civiln\u00ed leteck\u00e9 doprav\u011b, leteck\u00fdch sportech i speci\u00e1ln\u00ed. Ministerstvu dopravy bylo nad\u00e1le ponech\u00e1no opr\u00e1vn\u011bn\u00ed podle aktu\u00e1ln\u00edho stavu a pot\u0159eby civiln\u00edho letectv\u00ed operativn\u011b \u0159e\u0161it formou Na\u0159\u00edzen\u00ed ministra dopravy, p\u0159edpis\u016f, Vyhl\u00e1\u0161ek, p\u0159\u00edpadn\u011b jin\u00fdm zp\u016fsobem.
