P\u0159i t\u00e9to v\u00fdznamn\u00e9 p\u0159\u00edle\u017eitosti jsme ve spolupr\u00e1ci s historikem Ing. Lubom\u00edrem Dud\u00e1\u010dkem p\u0159ipravili souhrn nejd\u016fle\u017eit\u011bj\u0161\u00edch miln\u00edk\u016f v\u00fdvoje regulace civiln\u00edho letectv\u00ed u n\u00e1s. S histori\u00ed utv\u00e1\u0159en\u00ed pr\u00e1vn\u00ed \u00fapravy a vzniku dozorov\u00fdch org\u00e1n\u016f v oblasti civiln\u00edho letectv\u00ed v\u00e1s sezn\u00e1m\u00edme v n\u00e1sleduj\u00edc\u00edch t\u00fddnech v r\u00e1mci n\u011bkolika na sebe navazuj\u00edc\u00edch \u010dl\u00e1nk\u016f.<\/p>\n\n\n\n<!--more-->\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>V \u010desk\u00e9m civiln\u00edm letectv\u00ed se k&nbsp;r. 2022 v\u00e1\u017ee 25. v\u00fdro\u010d\u00ed vzniku \u010desk\u00e9ho spr\u00e1vn\u00edho \u201e\u00da\u0159adu &nbsp;pro civiln\u00ed letectv\u00ed\u201c (\u00da\u0159ad; \u00daCL \u010cR) pro v\u00fdkon st\u00e1tn\u00ed spr\u00e1vy ve v\u011bcech civiln\u00edho letectv\u00ed. Byl z\u0159\u00edzen z\u00e1konem \u010d. 49\/1997 Sb.,  o civiln\u00edm letectv\u00ed a o zm\u011bn\u011b a dopln\u011bn\u00ed &nbsp;z\u00e1kona \u010d. 455\/1991 Sb., o \u017eivnostensk\u00e9m podnik\u00e1n\u00ed (\u017divnostensk\u00fd z\u00e1kon) ve zn\u011bn\u00ed pozd\u011bj\u0161\u00edch p\u0159edpis\u016f ze dne 6.&nbsp;3.&nbsp;1997.<\/p>\n\n\n\n<p><strong>1.&nbsp;4.&nbsp;1997&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>\u00da\u0159ad se z\u00e1klady z&nbsp;hlubok\u00e9 minulosti zah\u00e1jil \u010dinnost. S\u00eddl\u00ed v&nbsp;Praze a je pod\u0159\u00edzen Ministerstvu dopravy. Hlavn\u00edm posl\u00e1n\u00edm \u00da\u0159adu je v\u00fdkon st\u00e1tn\u00ed spr\u00e1vy ve v\u011bcech civiln\u00edho letectv\u00ed.&nbsp;\u0160iroce p\u016fsob\u00ed v&nbsp;oblasti technick\u00e9 i provozn\u00ed, ud\u011bluje\/odn\u00edm\u00e1 osv\u011bd\u010den\u00ed letov\u00e9 zp\u016fsobilosti, osv\u011bd\u010den\u00ed zp\u016fsobilosti leteck\u00fdch pozemn\u00edch za\u0159\u00edzen\u00ed (LPZ), pr\u016fkazy leteck\u00e9ho person\u00e1lu, osv\u011bd\u010den\u00ed a licence leteck\u00fdm dopravc\u016fm, v\u00fdrobn\u00edm a oprav\u00e1rensk\u00fdm organizac\u00edm, dodavatel\u016fm leteck\u00fdch slu\u017eeb, projektov\u00fdm organizac\u00edm leteck\u00fdch staveb, p\u016fsob\u00ed jako speci\u00e1ln\u00ed leteck\u00fd Stavebn\u00ed \u00fa\u0159ad pro leteck\u00e9 stavby apod. <\/p>\n\n\n\n<p><strong>Pozn\u00e1mka \u010d. 1)<\/strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Z\u00e1kon \u010d. 49\/1997 Sb., (podle p\u0159edchoz\u00edho z\u00e1kona \u010d. 47\/1956 Sb., \u00fa\u010dinn\u00fd od1.10.1956, neofici\u00e1ln\u011b zkr\u00e1cen\u011b naz\u00fdv\u00e1n \u201eLeteck\u00fd z\u00e1kon\u201c) zahrnuje po\u017eadavky a z\u00e1sady \u201e\u00damluvy o mezin\u00e1rodn\u00edm civiln\u00edm letectv\u00ed\u201c a dal\u0161\u00edch mezin\u00e1rodn\u00edch ujedn\u00e1n\u00ed.<\/p>\n\n\n\n<p>Vznik \u00da\u0159adu p\u0159ed p\u011btadvaceti lety je v\u00fdsledkem postupn\u00e9 pr\u00e1ce p\u0159edchoz\u00edch organizac\u00ed formovan\u00e9 architekty civiln\u00edho letectv\u00ed od vzniku samostatn\u00e9ho \u010ceskoslovenska v\u00edce jak p\u0159ed sto lety, v&nbsp;nelehk\u00fdch historick\u00fdch souvislostech a cest\u011b, kter\u00e1 nebyla v\u017edy dl\u00e1\u017ed\u011bn\u00e1.<\/p>\n\n\n\n<p>\u00da\u0159ad dnes, v&nbsp;prvn\u00edch dek\u00e1d\u00e1ch t\u0159et\u00edho mil\u00e9nia, je ji\u017e uzn\u00e1van\u00fdm \u201eEuro \u00fa\u0159adem\u201c a partnerem mezin\u00e1rodn\u00edch organizac\u00ed pod\u00edlej\u00edc\u00ed se na regulaci a rozvoji evropsk\u00e9ho civiln\u00edho letectv\u00ed.<\/p>\n\n\n\n<p>Rozvoj nov\u00e9ho dopravn\u00edho odv\u011btv\u00ed p\u0159ednostn\u011b vy\u017eadoval vytvo\u0159en\u00ed funk\u010dn\u00ed organiza\u010dn\u00ed a \u0159\u00edd\u00edc\u00ed struktury, ur\u010den\u00ed pravidel provozov\u00e1n\u00ed leteck\u00e9 dopravy, zp\u016fsob regulace nov\u011b vznikaj\u00edc\u00edch \u010dinnost\u00ed poskytovatel\u016f letov\u00fdch a leteck\u00fdch slu\u017eeb i provozovatel\u016f samotn\u00fdch.<\/p>\n\n\n\n<p>O v\u00fdznamu a p\u0159ednostech leteck\u00e9 dopravy v&nbsp;rychlosti, umo\u017e\u0148uj\u00edc\u00ed p\u0159ekra\u010dov\u00e1n\u00ed hranic st\u00e1t\u016f a st\u00e1le snadn\u011bj\u0161\u00ed dostupnost\u00ed i t\u011bch nejvzd\u00e1len\u011bj\u0161\u00edch destinac\u00ed sv\u011bta, nebylo pochyb. Naproti uveden\u00fdm p\u0159ednostem a rozvoji zaost\u00e1vala d\u016fle\u017eit\u00e1 mezin\u00e1rodn\u00ed pr\u00e1vn\u00ed \u00faprava a budov\u00e1n\u00ed leti\u0161\u0165. V\u00fdvoj dopravn\u00edho letectv\u00ed od po\u010d\u00e1te\u010dn\u00ed epochy (1902 \u2013 1918) lze roz\u010dlenit do sedmi \u010dasov\u00fdch etap, ohrani\u010den\u00e9 roky 1918 \u2013 1938; 1939 \u2013 1944; 1945 \u2013 1947; 1948&nbsp; &#8211; 1979; 1980 \u2013 1989; 1990 a\u017e za rozhran\u00ed dvou mil\u00e9ni\u00ed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Po\u010d\u00e1tky velk\u00e9 epochy<\/h2>\n\n\n\n<p>Prvn\u00ed p\u0159edstavy a n\u00e1vrhy na pr\u00e1vn\u00ed \u00fapravu civiln\u00edho letectv\u00ed vznikaly nejd\u0159\u00edve na mezin\u00e1rodn\u00ed \u00farovni, na jej\u00edm\u017e z\u00e1klad\u011b posl\u00e9ze doch\u00e1zelo k&nbsp;\u00faprav\u00e1m vnitrost\u00e1tn\u00edm. Za nejstar\u0161\u00ed jsou pova\u017eov\u00e1ny n\u00e1vrhy:<\/p>\n\n\n\n<p><strong>1902&nbsp;&nbsp;&nbsp; <\/strong>Dokument p\u0159edlo\u017eil P. FAUCHILL \u00dastavu pro mezin\u00e1rodn\u00ed pr\u00e1vo v&nbsp;Bruselu, pod ozna\u010den\u00edm \u201eProjet de r\u00e9glement sur le r\u00e9gime juridique des a\u00e9rostats\u201c.<\/p>\n\n\n\n<p><strong>1910&nbsp;&nbsp;&nbsp; <\/strong>Pr\u00e1vn\u00ed dokument ve form\u011b Leteck\u00e9ho z\u00e1kona \u201eCode de \u013eair\u201c p\u0159edlo\u017eil G. DELAYEN, n\u00e1m. p\u0159edsedy nov\u011b z\u0159\u00edzen\u00e9ho \u201eMezin\u00e1rodn\u00edho pr\u00e1vn\u00edho v\u00fdboru letectv\u00ed\u201c (Commit\u00e9 juriduque international de \u013eaviation) u p\u0159\u00edle\u017eitosti prvn\u00ed konference&nbsp;v&nbsp;Pa\u0159\u00ed\u017ei, za \u00fa\u010dasti 20. evropsk\u00fdch st\u00e1t\u016f. M\u011bla posoudit pr\u00e1vn\u00ed stanoviska k&nbsp;mezin\u00e1rodn\u00edmu l\u00e9t\u00e1n\u00ed. Pro rozd\u00edln\u00e9 pohledy na rovnopr\u00e1vnost ve vyu\u017e\u00edv\u00e1n\u00ed vzdu\u0161n\u00e9ho prostoru, konference skon\u010dila bez konkr\u00e9tn\u00edho z\u00e1v\u011bru.<\/p>\n\n\n\n<p><strong>1912&nbsp;&nbsp;&nbsp; <\/strong>V r\u00e1mci tzv. Lond\u00fdnsk\u00e9 \u00famluvy byly stanoveny volac\u00ed znaky pro radiokomunika\u010dn\u00ed styk, z&nbsp;nich\u017e byla pozd\u011bji odvozena pravidla pro imatrikulaci letadel.<\/p>\n\n\n\n<p><strong>22.&nbsp;10.&nbsp;1912&nbsp;&nbsp; <\/strong>Ministersk\u00e9 Na\u0159\u00edzen\u00ed Rakouska \u010d. 207 \u0159. z., se pozd\u011bji stalo nejstar\u0161\u00edm pr\u00e1vn\u00edm p\u0159edpisem pro provozov\u00e1n\u00ed \u201evzduchoplavby\u201c na \u00fazem\u00ed budouc\u00ed \u010ceskoslovensk\u00e9 republiky. V&nbsp;Rakousku-Uhersku se vnitrost\u00e1tn\u00ed \u00fapravy omezovaly pouze na nejaktu\u00e1ln\u011bj\u0161\u00ed ot\u00e1zky formou prozat\u00edmn\u00edch \u0159e\u0161en\u00ed.<\/p>\n\n\n\n<p><strong>20.&nbsp;12.&nbsp;1912&nbsp;&nbsp; <\/strong>Normotvorn\u00fdm z\u00e1jmem Ministerstva vnitra Rakouska-Uherska bylo vyd\u00e1n\u00ed policejn\u00edho Opat\u0159en\u00ed proti ohro\u017een\u00ed st\u00e1tn\u00ed a osobn\u00ed bezpe\u010dnosti letadly. Podle na\u0159\u00edzen\u00ed \u010d. 240 \u0159. z., zvl\u00e1\u0161tn\u00ed Vyhl\u00e1\u0161ky ur\u010dovaly \u201ezapov\u011bzen\u00e9 obvody\u201c.<\/p>\n\n\n\n<p><strong>31.&nbsp;7.&nbsp;1914&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>V&nbsp;souvislosti s&nbsp;vyhl\u00e1\u0161en\u00edm v\u00e1le\u010dn\u00e9ho stavu do\u0161lo k&nbsp;vyd\u00e1n\u00ed nov\u00e9ho ministersk\u00e9ho na\u0159\u00edzen\u00ed \u010d. 191 \u0159. z., kter\u00e9 m\u011blo zabr\u00e1nit zneu\u017e\u00edv\u00e1n\u00ed letadel.<\/p>\n\n\n\n<p>Vzhledem k pov\u00e1le\u010dn\u00fdm spole\u010denskopolitick\u00fdm pom\u011br\u016fm v nov\u00e9m \u010ds. st\u00e1t\u011b, pot\u0159ebn\u00e9 obnov\u011b hospod\u00e1\u0159stv\u00ed apod., byl vytv\u00e1\u0159en odpov\u00eddaj\u00edc\u00ed st\u00e1tn\u00ed apar\u00e1t, legislativn\u00ed r\u00e1mec a p\u0159\u00edprava na za\u010dlen\u011bn\u00ed v&nbsp;budouc\u00edm geopolitick\u00e9m uspo\u0159\u00e1d\u00e1n\u00ed st\u0159edn\u00ed Evropy a jej\u00edho letectv\u00ed.<\/p>\n\n\n\n<p><strong>OBDOB\u00cd 1918 \u2013 1938<\/strong><\/p>\n\n\n\n<p><strong>13.&nbsp;7.&nbsp;1918&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Prvn\u00edm pov\u00e1le\u010dn\u00fdm org\u00e1nem \u010desk\u00e9 (\u010deskoslovensk\u00e9) politick\u00e9 reprezentace se stal \u201eN\u00e1rodn\u00ed v\u00fdbor \u010deskoslovensk\u00fd\u201c (NV\u010c) s \u00fakolem&nbsp;p\u0159ipravit p\u0159evzet\u00ed st\u00e1tn\u00ed moci a tvorbou z\u00e1kon\u016f nov\u00e9ho st\u00e1tu. Vznikl z&nbsp;\u201eN\u00e1rodn\u00edho v\u00fdboru\u201c, slo\u017een\u00e9ho ze sedmi politick\u00fdch stran, v&nbsp;r. 1911 odpov\u00eddaj\u00edc\u00ed v\u00fdsledk\u016fm voleb do \u0158\u00ed\u0161sk\u00e9 rady.<\/p>\n\n\n\n<p><strong>28.&nbsp;10.&nbsp;1918&nbsp;&nbsp; <\/strong>P\u0159edstavitel\u00e9<em> <\/em>NV\u010c<em>,<\/em> vykonavatele st\u00e1tn\u00ed moci, jm\u00e9nem \u010deskoslovensk\u00e9ho n\u00e1roda vyhl\u00e1sili samostatn\u00fd \u010deskoslovensk\u00fd st\u00e1t a k jeho z\u0159\u00edzen\u00ed.<\/p>\n\n\n\n<p><strong>2.&nbsp;11.&nbsp;1918&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>NV\u010c vydal prvn\u00ed z\u00e1kon \u010d. 2\/1918 Sb. Ve stejn\u00fd den byl v\u00fdbor dopln\u011bn o \u010dty\u0159i z\u00e1stupce Slovenska. Celkov\u00fd po\u010det \u010dlen\u016f se tak zv\u00fd\u0161il na 42 zastupitel\u016f. N\u011bmeck\u00e1 a ma\u010farsk\u00e1 men\u0161ina zastoupena nebyla, stejn\u011b jako Podkarpatsk\u00e1 Rus.<\/p>\n\n\n\n<p><strong>Pozn\u00e1mka \u010d. 2)&nbsp; <\/strong>Vyhl\u00e1\u0161en\u00ed \u010ceskoslovensk\u00e9 republiky bylo ve Sb\u00edrce z\u00e1kon\u016f a na\u0159\u00edzen\u00ed uve\u0159ejn\u011bno pozd\u011bji pod \u010d. 11\/1918 Sb. z.&nbsp;a n., ze dne bez ur\u010den\u00ed st\u00e1tn\u00ed formy st\u00e1tu. P\u016fvodn\u00ed text Z\u00e1kona vypracoval JUDr. Alois RA\u0160\u00cdN. Do\u010dasn\u011b byl p\u0159ipodob\u0148ov\u00e1n rakousko-uhersk\u00e9mu \u0159\u00e1du. V&nbsp;\u010desk\u00fdch zem\u00edch d\u00e1le platily z\u00e1kony rakousk\u00e9, na Slovensku p\u016fvodn\u00ed uhersk\u00e9 pr\u00e1vo.<\/p>\n\n\n\n<p>Z\u00e1kon d\u00e1le stanovil, \u017ee \u00fa\u0159ady a \u00fastavy na \u00fazem\u00ed \u010ceskoslovenska budou v&nbsp;pod\u0159\u00edzenosti NV\u010c, kter\u00fd zah\u00e1jil uplat\u0148ov\u00e1n\u00ed moci z\u00e1konod\u00e1rn\u00e9 a v\u00fdkonn\u00e9. Posl\u00e9ze z\u0159\u00eddil \u201eNejvy\u0161\u0161\u00ed spr\u00e1vn\u00ed \u00fa\u0159ad ve\u0159ejn\u00fdch prac\u00ed\u201c, jako sou\u010d\u00e1st p\u016fvodn\u011b 12 a b\u011bhem n\u011bkolika m\u011bs\u00edc\u016f 17 nejvy\u0161\u0161\u00edch spr\u00e1vn\u00edch \u00fa\u0159ad\u016f, kr\u00e1tce pot\u00e9 p\u0159ejmenov\u00e1ny na p\u0159\u00edslu\u0161n\u00e1 ministerstva!<\/p>\n\n\n\n<p><strong>1918&nbsp;&nbsp;&nbsp; <\/strong>Ing. V\u00e1clav ROUB\u00cdK, n\u00e1m. \u0159editele prez\u00eddia rakousk\u00e9ho \u201eMinisterstva ve\u0159ejn\u00fdch prac\u00ed\u201c byl NV\u010c povol\u00e1n, aby vytvo\u0159il \u010deskoslovensk\u00e9 Ministerstva ve\u0159ejn\u00fdch prac\u00ed.<\/p>\n\n\n\n<p><strong>14.&nbsp;11.&nbsp;1918&nbsp;&nbsp; <\/strong>V&nbsp;\u010dele Ministerstva ve\u0159ejn\u00fdch prac\u00ed v prvn\u00ed \u010ceskoslovensk\u00e9 republice (1918 \u2013 1938) stanul Franti\u0161ek STAN\u011aK. Funkci vykon\u00e1val do 8.&nbsp;7.&nbsp;1919.<\/p>\n\n\n\n<p><strong>4.&nbsp;11.&nbsp;1918&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Z&nbsp;NV\u010c vzniklo \u201eRevolu\u010dn\u00ed n\u00e1rodn\u00ed shrom\u00e1\u017ed\u011bn\u00ed\u201c, kter\u00e9 v\u00fdkonnou moc p\u0159edalo prvn\u00ed \u010deskoslovensk\u00e9 vl\u00e1d\u011b JUDr. Karla KRAM\u00c1\u0158E.<\/p>\n\n\n\n<p><strong>St\u00e1t i nov\u011b tvo\u0159ena arm\u00e1da si uv\u011bdomovaly strategick\u00fd v\u00fdznam a v\u00fdhodu \u00fazemn\u00ed polohy \u010ceskoslovenska, jako mo\u017en\u00e9ho kontinent\u00e1ln\u00edho st\u0159edobodu, zem\u011bpisn\u00e9 k\u0159i\u017eovatky leteck\u00fdch lini\u00ed. Sou\u010dasn\u011b nebylo mo\u017en\u00e9 p\u0159ehl\u00e9dnout nedostatek skute\u010dn\u00fdch leti\u0161\u0165, tak dot\u010den\u00e9 subjekty za\u010daly jednat<\/strong>.<\/p>\n\n\n\n<p>Praha leteckou dopravu teprve o\u010dek\u00e1vala a ani pro ni nem\u011bla vhodn\u00e9 leti\u0161t\u011b. V po\u010d\u00e1tku prvn\u00ed dom\u00e1c\u00ed i zahrani\u010dn\u00ed aviatici po\u0159\u00e1dali pouze \u201eleteck\u00e9 produkce\u201c na rovinat\u00fdch travnat\u00fdch ploch\u00e1ch v&nbsp;Pardubic\u00edch, Olomouci, \u010cesk\u00fdch Bud\u011bjovic\u00edch, i na dostihov\u00e9m z\u00e1vodi\u0161ti v&nbsp;Chuchli. Tehdy byl na\u0161\u00edm&nbsp;velk\u00fdm aviatikem a pr\u016fkopn\u00edkem letectv\u00ed Ing. Jan KA\u0160PAR. &nbsp;<\/p>\n\n\n\n<p><strong>1912 \u2013 1913&nbsp;&nbsp; <\/strong>Byly posuzov\u00e1ny mo\u017enosti a \u010din\u011bny pokusy o z\u0159\u00edzen\u00ed leti\u0161t\u011b v&nbsp;prostoru Male\u0161ic.<\/p>\n\n\n\n<p><strong>1913 \u2013 1914&nbsp;&nbsp; <\/strong>Vzniklo \u201esvahov\u00e9 leti\u0161t\u011b\u201c v&nbsp;Hrdlo\u0159ezech, pro motorov\u00e1 letadla nepou\u017eiteln\u00e9.<\/p>\n\n\n\n<p><strong>1916 \u2013 1917&nbsp;&nbsp; <\/strong>Bl\u00edzko st\u00e1tn\u00ed hranice s&nbsp;N\u011bmeckem vznikalo leti\u0161t\u011b v Chebu, jedin\u00e9 z&nbsp;p\u011btadvaceti leti\u0161\u0165 Rakouska-Uherska na na\u0161em \u00fazem\u00ed, nejd\u0159\u00edve slou\u017e\u00edc\u00ed jako z\u00e1kladna rakousko-uhersk\u00e9 \u0161koln\u00ed leteck\u00e9 jednotky \u201eFliegerersatzkompanie 16\u201c.<\/p>\n\n\n\n<p>Nejvhodn\u011bj\u0161\u00ed prostor pro l\u00e9t\u00e1n\u00ed v&nbsp;Praze se nab\u00edzel na pl\u00e1n\u00edch mezi obcemi Let\u0148any, Kbely, Vyso\u010dany a Prosek.<\/p>\n\n\n\n<p><strong>24.&nbsp;4.&nbsp;1918&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>St\u00e1tn\u00ed spr\u00e1va s \u201ePra\u017esk\u00fdm stavebn\u00edm \u00fa\u0159adem\u201c (PS\u00da) zah\u00e1jily jedn\u00e1n\u00ed o v\u00fdb\u011bru vhodn\u00e9ho m\u00edsta s pozemky pro v\u00fdstavbu leti\u0161t\u011b. Nab\u00edzela se vyso\u010dansk\u00e1 pl\u00e1\u0148, vlevo od libereck\u00e9 silnice s&nbsp;jetelovit\u00fdm porostem, t\u00e9m\u011b\u0159 nevy\u017eaduj\u00edc\u00ed ter\u00e9nn\u00ed \u00fapravy, bl\u00edzko&nbsp;cihelny hrab\u011b O.\u010cERN\u00cdNA (fungovala a\u017e do r. 1955). Na vhodn\u00fd ter\u00e9n tehdy Vojenskou spr\u00e1vu upozornili sedl\u00e1ci z&nbsp;obce Kbely p\u0159i jedn\u00e1n\u00edch o v\u00fdkupu.<\/p>\n\n\n\n<p><strong>31.&nbsp;10.&nbsp;1918 \u2013 11.&nbsp;12.&nbsp;1918&nbsp;&nbsp; <\/strong>Jako zat\u00edmn\u00ed leti\u0161t\u011b slou\u017eila poln\u00ed rovinat\u00e1 plocha bl\u00edzko tramvajov\u00e9 rem\u00edzy v&nbsp;Praze-Stra\u0161nic\u00edch, Leteck\u00e9mu sboru, od 1. 12. 1918 organizovan\u00e9mu vojensk\u00e9mu \u00fatvaru.<\/p>\n\n\n\n<p><strong>2.&nbsp;12.&nbsp;1918&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>PS\u00da rozhodl o situov\u00e1n\u00ed leti\u0161t\u011b na vyso\u010dansk\u00e9 pl\u00e1ni vlevo od libereck\u00e9 silnice.<\/p>\n\n\n\n<p><strong>11\/1918 \u2013 01\/1919&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Letov\u00fd provoz na vyso\u010dansk\u00e9 pl\u00e1ni prob\u00edhal pouze v&nbsp;omezen\u00e9m rozsahu.<\/p>\n\n\n\n<p><strong>30.&nbsp;12.&nbsp;1918&nbsp;&nbsp; <\/strong>Leti\u0161t\u011b bylo ofici\u00e1ln\u011b z\u0159\u00edzeno v\u00fdnosem \u010d.j. 9473 Ministerstva n\u00e1rodn\u00ed obrany<\/p>\n\n\n\n<p><strong>1919&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Ing. V\u00e1clav ROUB\u00cdK se stal odborn\u00fdm p\u0159ednostou, s agendou silni\u010dn\u00ed a vodn\u00ed dopravy, o rok pozd\u011bji na MVP \u010cSR stanul v \u010dele \u201eOdboru plaveck\u00e9 a leteck\u00e9 dopravy\u201c.<\/p>\n\n\n\n<p>Stanoviska leteck\u00fdch odborn\u00edk\u016f se postupn\u011b sbli\u017eovala. N\u00e1vrh PS\u00da byl zm\u011bn\u011bn ve prosp\u011bch leti\u0161t\u011b bl\u00edzko hostince \u201eU \u0161akala\u201c (majitele pana Vlka), v prostoru vpravo od libereck\u00e9 silnice na hranici obc\u00ed Vyso\u010dany a Proseku. Vytypovan\u00fd prostor p\u0159esahoval 90 ha, ale pot\u0159ebn\u00e1 \u00fahrnn\u00e1 plocha byla 103 ha, kter\u00e1 dosahovala a\u017e k&nbsp;hranici katastru obce Kbely. Pozemky pro pot\u0159eby leti\u0161t\u011b n\u00e1le\u017eely mnoha vlastn\u00edk\u016fm, z nich\u017e nejlep\u0161\u00ed vlastnil hrab\u011b Otakar \u010cERN\u00cdN, p\u0159edposledn\u00ed ministr zahrani\u010dn\u00edch v\u011bc\u00ed (1916-1918). Jeden z d\u016fvod\u016f pro slo\u017eit\u00fd v\u00fdkup a pozemkov\u00fd p\u0159evod, kter\u00fd ze sv\u00e9 \u00farovn\u011b muselo \u0159e\u0161it Ministerstev zahrani\u010dn\u00edch v\u011bc\u00ed \u010ceskoslovenska a Rakouska.<\/p>\n\n\n\n<p><strong>Pozn\u00e1mka \u010d. 3)&nbsp; <\/strong>Na pozemc\u00edch vyso\u010dansk\u00e9 a let\u0148ansk\u00e9 pl\u00e1n\u011b bylo v polovin\u011b 20. let minul\u00e9ho stolet\u00ed vybudov\u00e1no leti\u0161t\u011b Let\u0148any. Ostatn\u00ed pozemky zastav\u011bly objekty vojensk\u00e9 leteck\u00e9 tov\u00e1rny \u201eLetov\u201c a \u201eVojensk\u00e9ho vzduchoplaveck\u00e9ho \u00fastavu\u201c (pozd\u011bji Vojensk\u00e9ho studijn\u00edho \u00fastavu).<\/p>\n\n\n\n<p><strong>1918 \u2013 1919&nbsp;&nbsp; <\/strong>Z\u00e1bory pozemk\u016f prob\u00edhaly v&nbsp;souladu se \u201eZ\u00e1konem o v\u00e1le\u010dn\u00fdch \u00fakonech\u201c \u010d.&nbsp;236\/1912 z&nbsp;26.&nbsp;12.&nbsp;1912, nikoliv podle \u201eZ\u00e1kona o pozemkov\u00e9 reform\u011b\u201c (tzv. Z\u00e1borov\u00fd z\u00e1kon) \u010d. 215\/1919 Sb., z&nbsp;16.&nbsp;4.&nbsp;1919, kter\u00fd byl uplat\u0148ov\u00e1n p\u0159i zab\u00edr\u00e1n\u00ed nemovitost\u00ed a pozemk\u016f u zem\u011bd\u011blsk\u00e9 p\u016fdy nad 150 ha, nebo 250 ha ve\u0161ker\u00e9 p\u016fdy. Z\u00e1bor i jedn\u00e1n\u00ed o kupn\u00ed cen\u011b se v&nbsp;mnoha p\u0159\u00edpadech prodlou\u017eila a\u017e do r. 1923. Pokud zabran\u00fd majetek st\u00e1t nevyu\u017eil k v\u0161eobecn\u011b prosp\u011b\u0161n\u00fdm \u00fa\u010del\u016fm, byl p\u0159id\u011blen St\u00e1tn\u00edmu pozemkov\u00e9mu \u00fa\u0159adu (SP\u00da) pro jin\u00e9 \u00fa\u010dely. SP\u00da tento princip neuplatnil, proto arm\u00e1da nemohla pozemky z\u00edskat za p\u0159edv\u00e1le\u010dn\u00e9 ceny stanoven\u00e9 \u201eN\u00e1hradov\u00fdm z\u00e1konem\u201c \u010d. 329\/1920 Sb. (platil do r. 1950). Proti p\u016fvodn\u00edm rozpo\u010dtov\u00fdm n\u00e1klad\u016fm na v\u00fdstavbu a infrastrukturu leti\u0161t\u011b Kbely, odhadovan\u00e9 Leteck\u00fdm refer\u00e1tem MNO na 135.498 \u010ds. korun, se st\u00e1tu prodra\u017eily v\u00edce o 3 mil.<\/p>\n\n\n\n<p><strong>T\u00e9m\u011b\u0159 ka\u017ed\u00e9 leti\u0161t\u011b m\u00e1 od sv\u00e9ho vzniku v majetkov\u00fdch pozemkov\u00fdch z\u00e1le\u017eitostech svoji odyseu, mnohdy p\u0159etrv\u00e1vaj\u00edc\u00ed do sou\u010dasnosti &nbsp;<\/strong><\/p>\n\n\n\n<p><strong>Leti\u0161t\u011b Kbely v zat\u00edmn\u00edm provizoriu<\/strong><\/p>\n\n\n\n<p>Pro koncepci klasick\u00fdch leti\u0161tn\u00edch staveb do&nbsp;02\/1919 zat\u00edm nebyla k dispozici projektov\u00e1 dokumentace, jasn\u00e9 financov\u00e1n\u00ed, nehled\u011b k&nbsp;tuh\u00e9 zim\u011b, kter\u00e1 neumo\u017e\u0148ovala zah\u00e1jen\u00ed stavby. Se z\u0159\u00edzen\u00edm leti\u0161t\u011b arm\u00e1da nemohla ot\u00e1let a pot\u0159ebovala zajistit alespo\u0148 provizorn\u00ed z\u00e1zem\u00ed.<\/p>\n\n\n\n<p><strong>8.&nbsp;1.&nbsp;1919&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Situaci vy\u0159e\u0161ila demont\u00e1\u017ei dev\u00edti hang\u00e1r\u016f leti\u0161t\u011b v&nbsp;Chebu, tenkr\u00e1t pova\u017eovan\u00e9 za neperspektivn\u00ed. Do Kbel p\u0159evezla dva \u017eelezn\u00e9 hang\u00e1ry typu \u201eWagner II\u201c pro osm letadel a jeden d\u0159ev\u011bn\u00fd, typ \u201eHart\u201c a s dal\u0161\u00edm materi\u00e1lem p\u0159evezla do Prahy. Dal\u0161\u00ed dva nebo t\u0159i \u201eWagnery III\u201c pozd\u011bji z\u00edskala v&nbsp;rakousk\u00e9m m\u011bst\u011b Fischamend, ve spolkov\u00e9 zemi&nbsp;Doln\u00ed Rakousy, asi 20 km od v\u00edde\u0148sk\u00e9ho leti\u0161t\u011b \u201eSchwechat\u201c.<\/p>\n\n\n\n<p><strong>15.&nbsp;11.&nbsp;1919&nbsp;&nbsp; <\/strong>Ve Kbel\u00edch byla vytvo\u0159ena prvn\u00ed \u201eSpr\u00e1va civiln\u00edho leti\u0161t\u011b\u201c, \u0159\u00edzena Ing. V\u00e1clavem VLAS\u00c1KEM a Ing. Bed\u0159ichem TRNKOU, p\u0159ipraveni&nbsp;\u0159\u00eddit pl\u00e1novanou v\u00fdstavbu civiln\u00ed \u010d\u00e1sti kbelsk\u00e9ho leti\u0161t\u011b a pozd\u011bji vlastn\u00edho provozu.<\/p>\n\n\n\n<p><strong>10\/1919 \u2013 1Q\/1920&nbsp;&nbsp;&nbsp; <\/strong>Obdob\u00ed, kdy kbelsk\u00e9 leti\u0161t\u011b zahrnovalo dvacet v\u011bt\u0161inou d\u0159ev\u011bn\u00fdch objekt\u016f pro Vojenskou spr\u00e1vu leti\u0161t\u011b a \u0161est hang\u00e1r\u016f. Na vyso\u010dansk\u00e9 pl\u00e1ni v&nbsp;jihoz\u00e1padn\u00edm okraji kbelsk\u00e9ho leti\u0161t\u011b bylo je\u0161t\u011b postaveno p\u011bt skl\u00e1dac\u00edch pl\u00e1t\u011bn\u00fdch hang\u00e1r\u016f, jejich\u017e konstrukci ve \u010dty\u0159ech variant\u00e1ch v&nbsp;r. 1910 navrhl Francouz Julien BESSONMEU<strong>.<\/strong><\/p>\n\n\n\n<p><strong>&nbsp;Civiln\u00ed doprava za\u010d\u00edn\u00e1 na vojensk\u00e9m leti\u0161ti &nbsp;<\/strong><\/p>\n\n\n\n<p><strong>4.&nbsp;10.&nbsp;1920&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Ministerstvo ve\u0159ejn\u00fdch prac\u00ed (MVP) dopisem \u010d.j. 24.694\/XVII p\u0159edlo\u017eilo n\u00e1vrh na z\u0159\u00edzen\u00ed civiln\u00ed \u010d\u00e1sti vojensk\u00e9ho leti\u0161t\u011b Kbely, z\u00e1kladny k provozov\u00e1n\u00ed civiln\u00ed leteck\u00e9 dopravy s&nbsp;t\u00edm, \u017ee ve\u0161ker\u00e9 rozpo\u010dtov\u00e9 n\u00e1klady stavby a nutn\u00e9 pr\u00e1ce cca za 25. mil. \u010ds. korun, pokryje rozpo\u010det MVP pro r. 1920 s&nbsp;p\u00edsemn\u00fdm vyrozum\u011bn\u00edm zaslan\u00e9 v kopii MNO, Ministerstvu financ\u00ed a po\u0161t.&nbsp;<\/p>\n\n\n\n<p><strong>13.&nbsp;10.&nbsp;1920&nbsp;&nbsp; <\/strong>Okresn\u00ed hejtmanstv\u00ed v&nbsp;Karl\u00edn\u011b schv\u00e1lilo stavebn\u00ed dokumentaci na v\u00fdstavbu &nbsp;\u201eProvizorn\u00ed \u00fa\u0159edn\u00ed budovy\u201c s&nbsp;pobo\u010dkou \u201e\u010ceskoslovensk\u00e9ho celn\u00edho \u00fa\u0159adu\u201c, posl\u00e9ze &nbsp;\u201e\u0158editelstv\u00ed civiln\u00edho leti\u0161t\u011b<strong>\u201c<\/strong> od autora projektu, Ing. arch. Josefa GO\u010c\u00c1RA.<\/p>\n\n\n\n<p><strong>21.&nbsp;10.&nbsp;1920&nbsp;&nbsp; <\/strong>Schv\u00e1len\u00ed n\u00e1vrhu Ministerstva ve\u0159ejn\u00fdch prac\u00ed potvrdil ministersk\u00fd rada Dr. KLU\u010cINA, v&nbsp;zastoupen\u00ed ministersk\u00e9ho p\u0159edsedy J.\u010cERN\u00c9HO, sv\u00fdm \u010d.j. 30884\/20 m. r.<\/p>\n\n\n\n<p><strong>1.&nbsp;3.&nbsp;1920&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Byla zah\u00e1jena v\u00fdstavba civiln\u00ed \u010d\u00e1sti leti\u0161t\u011b Kbely, od <strong>09\/1920<\/strong> po dobu dal\u0161\u00edch \u0161estn\u00e1cti let jedin\u00e9 pozemn\u00ed z\u00e1kladny vnitrost\u00e1tn\u00ed a mezin\u00e1rodn\u00ed civiln\u00ed leteck\u00e9 dopravy v&nbsp;Praze.<\/p>\n\n\n\n<p><strong>Vytvo\u0159en\u00edm civiln\u00ed \u010d\u00e1sti kbelsk\u00e9ho leti\u0161t\u011b byl vytvo\u0159en p\u0159edpoklad ke z\u0159izov\u00e1n\u00ed a provozov\u00e1n\u00ed \u010deskoslovensk\u00fdch civiln\u00edch dopravn\u00edch leti\u0161\u0165 v r\u00e1mci&nbsp;budouc\u00ed celorepublikov\u00e9 s\u00edt\u011b. Na po\u010d\u00e1tku 30. let \u010ceskoslovensko m\u011blo v\u00edce jak 40 leti\u0161\u0165. D\u016fle\u017eit\u00e1 pro mezin\u00e1rodn\u00ed i vnitrost\u00e1tn\u00ed dopravu byla jejich dobr\u00e1 vybavenost na \u00farovni tehdy dostupn\u00e9 vizu\u00e1ln\u00ed zabezpe\u010dovac\u00ed leteck\u00e9 technice. Z&nbsp;hlediska bezpe\u010dnosti provozu (z\u00e1vady na letadle, zhor\u0161en\u00ed po\u010das\u00ed apod.) byly hlavn\u00ed vnitrost\u00e1tn\u00ed linie Praha-Brno-Bratislava a mezin\u00e1rodn\u00ed linie Praha-\u0160trasburk vybaveny pozemn\u00edmi sv\u011bteln\u00fdmi oto\u010dn\u00fdmi maj\u00e1ky po 20 &#8211; 30 km a k dispozici byla n\u00e1hradn\u00ed leti\u0161t\u011b &#8211; nap\u0159. Nesva\u010dily, Zbraslavice, P\u0159ibyslav, K\u0159\u00ed\u017eany a B\u0159eclav<\/strong><\/p>\n\n\n\n<p><strong>Po I. sv\u011btov\u00e9 v\u00e1lce byl vyv\u00edjen daleko v\u011bt\u0161\u00ed tlak na regulaci a vytvo\u0159en\u00ed mezin\u00e1rodn\u00ed pr\u00e1vn\u00ed \u00fapravy civiln\u00ed leteck\u00e9 dopravy ne\u017e na po\u010d\u00e1tku stolet\u00ed.<\/strong><\/p>\n\n\n\n<p><strong>27.&nbsp;9.&nbsp;1919&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>U p\u0159\u00edle\u017eitosti M\u00edrov\u00e9 konference v&nbsp;Pa\u0159\u00ed\u017ei byla sjedn\u00e1na Mezin\u00e1rodn\u00ed \u00damluva o \u00faprav\u011b letectv\u00ed (M\u00daCL; Convention Relating to the Regulation of Aerial Navigation;)<strong> <\/strong>za \u00fa\u010dasti 27 st\u00e1t\u016f, v\u010detn\u011b \u010ceskoslovenska.<\/p>\n\n\n\n<p><strong>13.&nbsp;10.&nbsp;1919&nbsp;&nbsp; M\u00daCL<\/strong> byla podeps\u00e1na jako \u201ePa\u0159\u00ed\u017esk\u00e1 \u00famluva\u201c, kter\u00e1 ji\u017e upravovala z\u00e1le\u017eitosti suverenity nad vzdu\u0161n\u00fdm prostorem, registraci letadel, licencov\u00e1n\u00ed pilot\u016f a provoz vojensk\u00fdch letadel, ka\u017edoro\u010dn\u00ed vyd\u00e1van\u00ed p\u0159edpis\u016f, v\u010detn\u011b osmi P\u0159\u00edloh k&nbsp;M\u00daCL upravuj\u00edc\u00ed vojensk\u00fd a mezin\u00e1rodn\u00ed leteck\u00fd provoz a\u017e do r. 1939.<\/p>\n\n\n\n<p>Vznikaly prvn\u00ed leteck\u00e9 dohody, byly roz\u0161i\u0159ov\u00e1ny leteck\u00e9 linie, vznikala leti\u0161t\u011b, nastal rychl\u00fd rozvoj leteck\u00e9ho pr\u016fmyslu, ale i nov\u00e9 studijn\u00ed obory apod.<\/p>\n\n\n\n<p><strong>Pa\u0159\u00ed\u017esk\u00e1 \u00damluva <\/strong>rovn\u011b\u017e form\u00e1ln\u011b ukotvila Mezin\u00e1rodn\u00ed komisi pro letectv\u00ed (CINA-Commission Internationale de Navigation A\u00e9ri\u00e9ne), resp. Mezin\u00e1rodn\u00ed komisi pro leteckou navigaci (ICAN International Commission for Air Navigation) tak\u00e9 se s\u00eddlem v&nbsp;Pa\u0159\u00ed\u017ei. Ta se tak stala prvn\u00ed st\u00e1lou organizac\u00ed s problematikou civiln\u00edho letectv\u00ed.<\/p>\n\n\n\n<p><strong>Pozn\u00e1mka \u010d. 4) <\/strong>V&nbsp;r. 1903 na prvn\u00edm sjezdu ICAN v&nbsp;Berl\u00edn\u011b za \u00fa\u010dasti 8 zem\u00ed a opakovan\u011b v&nbsp;r. 1906 za \u00fa\u010dasti 27 zem\u00ed, se ICAN pokou\u0161ela vytvo\u0159it univerz\u00e1ln\u00ed \u00famluvu o ve\u0159ejn\u00fdch pr\u00e1vn\u00edch a st\u00e1tn\u011b mocensk\u00fdch aspektech. \u017d\u00e1dn\u00e9 dohody nebylo dosa\u017eeno. A\u017e na t\u0159et\u00ed pokus v&nbsp;r. 1912 v&nbsp;<strong>Lond\u00fdn\u011b<\/strong>, kdy se poda\u0159ilo p\u0159id\u011blit prvn\u00ed radiov\u00e9 volac\u00ed zna\u010dky letadel. Probl\u00e9m ICAN spo\u010d\u00edval v&nbsp;ne\u00fa\u010dasti USA, N\u011bmecka a Ruska a chyb\u011bj\u00edc\u00ed spolupr\u00e1ci konkuren\u010dn\u00edch organizac\u00ed, nap\u0159. vznikl\u00fdch mezi americk\u00fdmi st\u00e1ty na z\u00e1klad\u011b \u201eHavansk\u00e9 \u00famluvy\u201c z&nbsp;r. 1928 s&nbsp;podobnou p\u0159edm\u011btnou pracovn\u00ed n\u00e1pln\u00ed.<\/p>\n\n\n\n<p>ICAN prakticky zanikla v&nbsp;r. 1940 n\u011bmeckou okupac\u00ed Pa\u0159\u00ed\u017ee.
